VisionThat North Carolina be the most military friendly state in the country, and that this Commission supports this vision by leading the coordination and planning for protecting military installations, improving quality of life and encouraging military related economic growth in North Carolina through the involvement and interface between Commission members, installation commanders, community leaders, state and federal agencies, and other associated organizations.Purpose of the Military Affairs CommissionTo provide advice, counsel and recommendations to the Governor, the NC General Assembly, the Secretary of Commerce and other State agencies on initiatives, programs and legislation that will continue and increase the role that NC’s military installations, the National Guard and Reserves play in America’s defense strategy and the economic health and vitality of the State. The Commission will recommend actions to protect the existing military infrastructure in North Carolina, maintain a high quality of life for military members and their families and to promote new military missions and economic opportunities for the State and its citizens.GoalsGoal 1: Protect North Carolina’s existing military installations and missionsGoal 2: Expand defense related economic development in North CarolinaGoal 3: Improve quality of life for military members and familiesGoal 4: Provide legislative and state agency coordination for military related issuesGoal 5: Lead the state’s efforts to prepare for the next base realignment and closure (BRAC) process.

Serves as the functional expert for OSBM’s business processes and budget systems, and works closely with the Technology and Data Services (IT) group as a liaison representing the business. Engages with budget analysts in all sections of OSBM to ensure business requirements are captured and described accurately to IT in order that system enhancements can be completed. Responsible for coordinating user acceptance testing activities, as needed, and develops user training curricula and other materials to support the users of OSBM’s budget systems. Develops and delivers business process and systems training to internal OSBM analysts and external customers (agencies, universities, fiscal research). Also responsible for monitoring Salary Control statewide and assisting agencies with analyzing discrepancies and troubleshooting issues. Serves as a high level help desk for system and business process questions/issues, recommends priorities for system improvements to the IT Manager.

➢ Manage the accounting and budgetary operations for the Dept of State Treasurer, includingbudget management, financial reporting, cash management, purchasing, accounts payable,accounts receivables and fixed asset management. Advise senior management on items relating to financial topics, such as budget and proper procedures. Work closely with OSBM to stay apprised on important items related to our budgetary situation. Develop, monitor, and maintainprocedures to implement new, or changes to, rules from OSBM, OSA, OSC and the NC GeneralAssembly. Supervise and manage (to include all personnel matters such as hiring and evaluating)a staff of 8 whose purpose is to manage the general ledger, including preparing payroll, accountspayable, and purchasing, and managing the department budget. Oversee the preparation of our general purpose financial statements. Represent NCDST at General Assembly sub-committee meetings, as necessary. Assist Chief Financial Officer on special projects as requested.
