 Manage workload for diverse team, providing individual technical support when needed.  Oversight of data entry system, ensuring that data entered is correct for reporting to the Assistant Secretary of the Army. Provide detailed reviews of documents that require high level approval to include high dollar and high visibility actions.

 Supervises diverse workforce of local nationals, military, and civilian employees responsible for three branches in division, Procurement Solutions Integration team, Senior Contracting Official review/policy team, and Government Purchase Card Program. Provides brigade metrics and trend analysis, through use of VCE-BI, to the command team and higher headquarters for decision making. Serves as the focal point for customer interactions as the liaison between the requiring activities and SCO/contracting workforce. Oversees all high-level reviews in preparation for SCO approval. Monitors policy changes and releases guidance to acquisition workforce through newsletters, FAQ database, or policy alert emails. Manages warrant program and all review boards. Serves as the Alternate Competition Advocate and Alternate Ombudsman for the 409th CSB. Manges the Government Purchase Card Program spending an average of over $40M a year. Serves as hiring official for GS-14 Chief positions in new RCOs in Poland and Romania.

As the Supervisory Contracting Officer, my responsibilities and accomplishments include:► Serves as a first level supervisor, managing a staff of senior level acquisition professionals and multiple contractor support personnel.► Plan work operation, set priorities and deadline, develop performance expectations for Government staff, counsel and instruct employees on work performance and administrative matters.► Lead acquisition specialist for all Information Technology procurements. ► Recognized as the Senior Contracting Officer and as lead acquisition specialist in orchestrating purchases for a modernized student/instructor portal. ► Oversees the pre-award activities including development of Acquisition Strategy for the Student Language Studies school, the Institutes largest contract (over $200M). ► Manages the School of Professional and Areas Studies; oversee 10 divisions and over 30 BPA holders. ► Prepares policy reviews of documents.

As the Senior Procurement Analyst, my responsibilities and accomplishments include:► Assisted in selecting and managing a team to analyze the Army procurement process.► Achieved the “Secretary of the Army Award for Excellence in Contracting - Contracting Officer Specialized Services & Construction Contracting Award” (2017).► Acted as the Army representative to Congress regarding procurement issues in yearly NDAA.► Selected to serve as a member of DAR Council; tasked to write and edit changes to the DFARS.► Selected to serve as a member of Secretary of the Army Reform Initiative; researched procurement processes and advised on strategies to reduce acquisition lead time. ► Advised the Assistant Secretary of the Army on Acquisition, Technology, and Logistics regarding innovative time saving concepts and contracting priorities. ► Acted as the Integrated Product Team Lead for Army acquisition response to the National Defense Authorization Act. ► Spearheaded the creation and streamlining of contracting systems for training use.► Developed contracting policy and procedure for revision and re-writes of all source selection documents and templates; reviewed all current source selection documents and templates and made substantive changes.► Authored the HCA Handbook to support new HCAs understand the scope of authority they are delegated from the FAR, DFARS, and AFARS.

As the Contracting Officer, my responsibilities and accomplishments include:► Selected by upper management to lead the most visible contract in the Army; the new Army Contract Writing System and achieved the “Commander's Award for Civilian Service” (2012, 2017).► I managed a small team and oversaw all work and project progress; consistently ensured all requirements were being worked in an appropriate manner.► I led the development of innovative strategies and solutions that met Government contracting needs and advised the Army Program Executive Office for Enterprise Information Systems and Deputy Assistant Secretary of the Army for Procurement on contracting strategies. ► I was selected to oversee Contracting Officer functions for the ACWS solicitation (a 7-month temporary duty), to identify opportunities and implement solutions to improve drafting processes, staffing levels, and the release of ACWS solicitation; collaborated with stakeholders and the customers to develop over 30 documents supporting ACWS solicitation. ► I ensured the finalization of the Acquisition Strategy through briefings under the Secretary of Defense; created a new process to select a second-best value during source selection stage of solicitation. ► I led and administered post-award actions for multiple contracts including: $426M Government Owned Contractor Operated Facility; $210M IDIQ Propellant Charge, and $302M DIQ Forward Range Practice Cartridge. ► I was recognized for setting a record in 2014 for reviewing, analyzing and awarding 124 total contract actions totaling over $70M and for saving millions of dollars to the government over the course of the career through negotiations and contract advising.
