CurrentAndrew is a partner at Milbank LLP where he is a member of the firm’s Energy, Infrastructure and Project Finance Group. He is based in Tokyo and was previously resident in the firm's London office.Andrew is recognized by Chambers for his work in Projects and Energy.He has experience advising project sponsors, export credit agencies, other multilateral finance institutions, commercial banks, Islamic finance institutions and other project participants on a variety of international project financings, restructurings and acquisition financings. His recent representations include acting as lead associate on behalf of the various finance parties with respect to the following landmark deals:- the US$9.5 billion financing for the RAPID refinery and petrochemical project in Malaysia;- the US$4.4 billion financing for the Oyu Tolgoi Mining Project in Mongolia;- the US$5.2 billion financing for the Rabigh Petrochemical Expansion Project in Saudi Arabia; and- the US$12.5 billion financing for the Sadara Integrated Chemicals Project in Saudi Arabia. His other recent representations include acting for: - the lenders on the Yemen LNG Project;- the sponsors on the Qatofin Petrochemical Project in Qatar; and- the lenders on the Ambatovy nickel and cobalt mining project in Madagascar. He has also advised on financing arrangements relating to a variety of power and water projects in EMEA and Asia. Andrew has contributed to various legal publications. He is a co-author of both the Oxford University Press Guide to International Project Finance: Law and Practice and The Projects and Construction Law Review.
