OCLC is the largest ($200m+ pa) research and development services provider to libraries, in the world. Products include union catalogues, resource sharing, discovery and integrated library systems. Markets sectors are academic, public, special and schools libraries. Andy manages 80+ technology staff in Sheffield, Leiden, Munich, Mannheim and Melbourne who develop and maintain library application systems and which generates $22m pa. Andy is leading the introduction of Agile methods. He has already led organisational change to improve testing in EMEA, led the introduction of EMEA Release Management and led change to adopt portfolio to replace location-based organisational structures. He has been a member of the UK Senior Management Team since 2007 and the EMEA Board of Directors Plus since 2011.

As department head, Andy managed all UK technology teams to deliver business-led development roadmaps, introduced improved project management practices and improved development practices. He is a member of the UK management team.

Andy was project and account manager for $19.5m bespoke development service contracts to NARA, the USA presidential archive He negotiated the contracts and led the delivery. He consistently exceeded invoicing targets. To achieve this he managed 25 staff and contractors plus led the introduction of standard project and development practices.

Successfully marketed and managed the delivery of 24 separate contracts for development and consultancy e-Services including: e-Commerce development, design, advertising, promotion and marketing. Delivered a bespoke Computer Assisted Learning package for Sheffield Children's Hospital.Won orders from: engineering, retail, leisure and NHS organisations. Sales of a local, community, Web-site promotional service - the most popular site had 9m+ hits

Contracted to develop and implement a bespoke Web-based EDMS (electronic document management system) which was became the standard for publishing content within the NHS' National Electronic Library for Heath - consists of 16 sub-libraries - Cancer, Communicable Disease, Coronary Heart Disease, Emergency Care, Health in Old Age, Stroke etc. The OJEC contract for this project was advertised in the European Journal. Bids were received from a number of parties including leading consultancy companies. He won the contract on the basis of his tender, presentation, interview and negotiation. Implementation required liaison with a multitude of government agencies e.g. DOH. He also supplied customised versions of the system to other NHS agencies - the National Care Pathways Association and the Royal College of Nurses - demonstrated at international conference. This service has been commended by the Department of Health and Modernisation Agency as a tool for ‘assisted wheel re-invention’, enabling locally validated know-how to be shared and disseminated across the service.

As the clients representative reported to the Managing Director - responsible for re-focusing Peak as a profit led Web centric e-learning company involving: product and sales development strategies, sales training and support, skill development, infrastructure provision, tool and technology selection - produced a business plan to form a significant international on-line training company, working with American partners plus financial and legal advisors. A member of the management team, given additional responsibility for operations and planning when Operations Director resigned.Provided pre-sales support - attended many customer meetings/ presentations/ demonstrations, representing Peak - provided consultancy on Intranet and Web based training, Distance Learning, Lotus Learning Space - wrote proposals and responded to invitations to tender in consortia with various other organisations. Established preferred supplier status with IBM for Lotus Domino Learning Space development, one of two in the UK.

Project managed and developed a bespoke, private, collaborative medical Web portal to promote paediatric education and good clinical practice, in addition to facilitating multi-centre research and communication between paediatricians with over 6,000 registered users.The system won an award for technical innovation and was been presented to the Minister for Health.

As the client's project manager responsible for day to day project management of the two projects under PRINCE. Developed and ran the planning, progress monitoring and control, issue, risk and change management processes. Chaired the project meetings. Constructed plans using MS-Project and product based planning techniques. The two projects were classified as EC/ GATT procurements that followed the Total Acquisition Process procurement methodology and fully explored Private Finance Initiative (PFI) solutions.1 - replacement of the existing finance systems and multiple bespoke sales systems, with Oracle Financials and Business Objects on a UNIX/ DEC Alpha platform. - highlighted Resource Accounting, Project Costing, European distance selling VAT legislation. Involved ongoing re-engineering of financial management processes to introduce best practices. Managed the project from requirements to short-listing.2- replacement of the existing Human Resource systems (UNIPersonnel and UNIPost) with Peterborough Software’s Open Door on a UNIX/ DEC Alpha platform. Managed the project from requirements to contract award.

Ran the Programme Office for twenty six interdependent, geographically dispersed projects tasked with trialling new technology in branches - included high speed communications, telephone networks, graphical interfaces for legacy systems as well as workflow and imaging systems, a Call Centre, and electronic mail. A number of contracts were managed such as BT, Olivetti, plus internal development services.Ran the Programme Office for ten interdependent projects to enable Leeds Life to comply with LAUTRO requirements to disclose commissions on regulated financial products. Responsible from inception to implementation in December 1994 - completed on time.

Reported to the Systems Development Manager - audited existing business approach - sponsored, project managed, analysed and designed a series of change initiatives to deliver a more profit focussed approach to the business - jointly responsible for the reorganisation of Systems Development (300 staff).Project managed the establishment of a Project Office function - recruited and managed a team of 5 British Steel staff and contractors. Managed IBM as supplier of groupware products and jointly tendered for development work in consortia with SEMA and IBM.Won project management support work externally for CMS, in competition with leading consultancy organisations and then project managed successful delivery - for a national project to design and implement an integrated office automation system. Sponsored, developed and implemented a Project Management Methodology - PRINCE established Project Boards and a product based approach. Worked under a Quality Management System certified to BS5750 (for all aspects of business). Actively promoted TQM. Independent auditor for a number of internal and external projects.

Reported to the Head of Test Facilities (aero. engine development), analysed, designed, developed, tested, documented, provided training in, and implemented highly complex management systems and methods which are used to plan and control £100m. budget for the development of new and enhancements to existing, Test Facilities. The systems are used as the basis for the management and control of typically 900 projects with budgets from thousands to millions of pounds. Introduced a standard planning approach, trained 25 Project Engineers, provided extensive planning consultancy to this user group. Andy won the contract on the basis of his tender, presentations, interview and negotiation.

Credited with over £6m. sales of and consultancy support in market leading project management system (Artemis) plus associated products and services within mini and mainframe environments. Account managed the largest European Artemis installation at BNFL for 3 years. Project managed the first installation linked via satellite. Project managed the first mainframe evaluation. Sold, project managed and technically supported the first world-wide, Metier developed hardware installation. Gained considerable experience of a wide variety of projects, industries and organisations. Worked with companies in: Nuclear Reprocessing, Offshore Fabrication, Shipbuilding, Locomotive Manufacture, Chemicals, Automotive, Manufacturing, Aerospace and Defence (including secure establishments), Construction, Telecommunications and Government. Presented over forty courses in project management techniques, programming, systems design and systems management.

Provided technical support to all Scandinavian installations and trained the Scandinavian nationals in support operations.
