Provide training and technical assistance to educational programs in systems development, design, & management with a focus on financial, planning, and governance areas. Overall responsibility to provide intensive on-site training and technical assistance to grantees with program and management compliance findings and/or deficiencies. Also responsible to enhance grantees' knowledge of program management and fiscal operations and to provide grantees with training and technical assistance designed to help them strengthen their internal management systems. In addition, to work closely and maintain timely communication with the Office of Head Start (OHS) Program Specialists, and the Office of Grants Management (OGM) Grants Specialists to address and resolve specific grantee issues.

Phoenix, Arizona Area

Overall responsibility to provide technical program support, professional advice and guidance to the PMFO. Also responsible for managing and directing programmatic activities in the area of fiscal operations and in concert with other PMFO staff assist in the review/revision of existing Head Start fiscal resources/materials and the development of new resources/materials in the areas of program management and fiscal operations. In addition, assist in the direction and management PMFO staff in the provision of T/TA services to state-based T/TA teams, other Head Start partners, and grantees, nationwide, based on the direction of the Office of Head Start.

Fiscal Content Specialist responsible to support work with grantees, to remedy/prevent risks, deficiencies and non-compliance issues, including the development of Quality Improvement Plans. Also responsible for developing fiscal materials and presentations and to provide training and technical consulting assistance to grantees in all areas of financial management based on grantees needs identified through the national Office of Head Start Risk Management process, monitoring reviews, Program Information Report (PIR) data, from grantees directly, and from other assessments of need. In addition, responsible for providing training and technical assistance to Directors, Program/Tribal Fiscal Staff, Governing Bodies, Policy Council officers in all fiscal areas.

Director responsible to serve as liaison between the Association and the Governor’s Division for School Readiness Board (Head Start Collaboration Office.) As Director I represented the seven Arizona Regional Grantees, 10 Delegate Agencies, the Migrant Program, and 12 Tribal Head Start Programs. I assisted and coordinated the development of collaborative efforts with State agencies and other partners that enhance service delivery to children, families, and staff. As the Association director, I assisted in the dissemination of critical information from federal, regional, and state offices. I was also actively involved in integrating the Governor’s School Readiness Board Implementation Plan into Head Start. In this capacity I worked closely with Tribal programs and have provided them T/TA in the areas of program design and management.

Tempe, Arizona

Deputy HSQIC Director responsible for the coordination of program, design, and management (PDM) services for the Region HSQIC. The service area included working with Head Start agencies in Arizona, California, Nevada, Hawaii, Guam, and the Outer Pacific Islands. Service delivery included on-site and long distance training, technical assistance, and process consultation in the areas of systems management and analysis, monitoring and self-assessment, evaluation, administration, planning, and fiscal operations. Responsible for the assignment of staff and coordination of services to grantees identified as fragile or deficient. Other major responsibilities included assisting and facilitating agencies to develop corrective action and quality improvement plans (QIP’s), and to monitor progress towards plan’s stated goals and objectives. In addition, I assisted the Office Head Start facilitate national regional Head Start training that support new directors, managers, and coordinators on issues related to Program, Design, & Management.

Deputy Human Services Director responsible for the leadership and management of education programs for at-risk children and youth. A Divisional budget of $30 million and oversight of an ethnically diverse workforce of 120 full-time employees and 400 contract employees. Duties included the following: coordination and monitoring for compliance with national performance standards of a comprehensive Head Start preschool program with nine community-based organizations, ten school districts, Arizona State University West, the Arizona Department of Education, the Arizona Department of Economic Security, the Arizona Department of Health Services, and the Arizona Child Care Association. Service delivery, training and technical assistance, and component monitoring included the following areas: education, health/nutrition, case management, parent involvement, transportation, and disability services to over 2500 children and families at 80 sites located throughout the city.
