 Performs full range of recruitment activities utilizing the Recruitment Management System database. Drafts and reviews assigned advertisements. Screens and/or forwards assigned applications for screening to hiring manager and reviews interview documentation and work samples if applicable. Conducts employment and educational reference checks for candidates. Confers with class and compensation manager to determine salary. Negotiates salary ofer and recruitment incentives. Creates ofer letters for new hires, recruited lateral moves and promotions. Initiate on-boarding of new hires into online portal and ensure that documents such as computer access forms and the I-9 are complete. Maintains compliance with federal and state regulations and Agency policies concerning employment. Assist the HR Director with employee relations issues as needed. Assist supervisors with performance management of direct reports utilizing progressive discipline within the Standards of Conduct. Assist the HR Director in handling ADA accommodations as needed. Review and revise policies related to the Human Capital & Development division. Developed powerpoint presentation detailing the workfow of the recruitment process. Assist in the maintenance and administration of the DMAS Knowledge Center. Provide monthly EEO reports as it relates to talent acquisition and workforce management. Trained by DHRM in EEO Assessment as it relates to recruitment.

 Counsel and coach employees and managers in regards to HR issues, such as personnel management, employment laws, City Administrative regulations and Federal policies in areas such as FML, ADA, FLSA, benefits, recruitment, employee relations, performance management, facilitation of formal/informal complaints to resolution, disciplinary actions and terminations. Conducts workplace investigations for employee claims such as hostile work environment and prepares findings for the HR Division Chief. Facilitates and/or assists in Interactive ADA and medical exemption meetings with affected employees. Represents RPD at VA Employment Commission hearings via telephone. Represents RPD Human Resources in predisciplinary hearings lead by Internal Affairs. Served on the Civilian Morale committee to identify ways to improve civilian morale at the Richmond Police Department. Ensures that benefit changes (Medical, Dental, Vision) and/or terminations are submitted to City Hall. Reviews, approves, and/or processes payroll action forms for overtime adjustments, new hires, promotions, salary adjustments, terminations and pay differentials for payroll processing. Conducts job studies by evaluating existing positions and investigating and analyzing position duties and responsibilities to determine appropriate classification and salary levels. Provides full recruitment services for civilian vacancies from inception to completion, including needs analysis, job postings, sourcing, interviewing, employee offers, and on boarding. Calculates and negotiates base salary for new hires based on the pay range for the specific class specification. Interacts with key decision makers in all aspects of the hiring process. Process, review, and account for RPD employees Performance Evaluations in assigned region. Process verifications of employment.

 Administers benefit programs to include; data entry, benefit bill reconciliation, responding to employee questions, entering benefit deductions, and COBRA administration for medical, dental, vision, life insurance, and FSA plans for assigned region. Manage STD and LTD disability programs in compliance with HIPAA, FMLA, ADA, and other related laws. Provide employees with 401k information and responsible for the dissemination of enrollments, loans, rollovers, terminations, and distributions to the third party administrator. Ensures 401k deductions are accurate in the HRIS database. Liaison between employees and benefits vendors for the resolution of issues to include, incorrect tier information, incorrect personal data in the vendor system, and issues dealing with claims. Point of contact for Worker’s comp claims. Responsible for recruitment from inception to completion to include preparing and posting ads, background and reference checks, and creating offer letters.  Interacts with key decision makers in all aspects of the hiring process. Calculates and negotiates base salary for new hires based on pay scale for assigned region. Consults with management regarding findings of competitive analysis for compensation practices and structure. Counsels managers in regards to employee relations, performance management, compensation, and compliance. Represents organization at VA Employment Commission hearings via telephone. Ensures counselors are licensed and in good standing by performing Office of the Inspector General and Medical licensure checks. Ensures that employee files are accurate and updated for Medicaid audits. Proceeds with all necessary criminal checks with authorities and third parties for all newly hired employees. Enters new hire and status change information, including salary and terminations in the HRIS database. Facilitiates the HR component of New Employee Orientation to educate new hires on benefits and HR policies.
