I was invited by the Social Services Administration to join the new leadership team dedicated to improving the efficiency and effectiveness of Maryland’s child welfare agency. I was responsible for overseeing data collection, analysis, and reporting; quality assurance and monitoring; and guiding improvements to Maryland’s State Automated Child Welfare Information System (MD CHESSIE) on three fronts: user support, system performance, and system redesign efforts to align the new system with business process.

I supervised the work of an Evaluation Specialist, a Policy Development Specialist, three MIS Support Specialists, a Group Homes Coordinator and a Data Management Specialist.

I was one of the original staff members of the Systems Reform Initiative and served the reform effort in various capacities. Maryland was awarded a 5 year, $7.5 million matching grant from the Annie E. Casey Foundation to reform children and family services at state and local levels, based on the principles of comprehensive, interagency decision-making; pooled funding; and a shift from out-of-home placement to family preservation services. My work focused mainly on collecting, analyzing, and reporting data for policy development; and on designing and implementing an automated case management information system (HomeBase) for family case managers.
