I worked as senior project manager on the M6 motorway project (Phase 1) on behalf of the Hungarian State. This motorway was built, financed, operated and maintained on the basis of Public Private Partnership. I also did the correspondence of the leaders of the Ministry regarding this motorway and writing proposals to the government. I was coordinating and cooperating with the PPP Directorate of NA Rt. (National Motorway Co. – our Agency) to assist the Concessionaire. I took part at the negotiations of the financial close with the financing banking group and I have prepared the documentations on behalf of the Ministry which were the condition precedents for reaching the financial close. I prepared the documentation for the refinancing in which EIB also took part.I was the secretary of the PPP Interministerial Committee since June 2005. The Committee took place in every month and evaluated projects coming from the different levels of the State on the basis of PPP requirements. In its one and a half year existence of the committee there have been more than 100 projects evaluated by me and I prepared the Ministry of Economy and Transport’s opinions on such projects.I took part in PPP training courses as trainer. At the beginning there were 3 people working at my unit and we were responsible for the investment promotion EU aid programmes within the Economic Competitiveness Operational Program (NDP 2004-2006). After 3 months my unit was doubled (6 people) and its activity was complemented with the handling of the Hungarian investment promotion state aid programmes. Mr. Romano Prodi and prime minister Medgyessy launched the Eastern European EU application system with application prepared by my unit.I kept in touch with the Intermediary Bodies and the Managing Authority which were handling the EU aid programmes, and with the Hungarian State Treasury. We took part in the preparation of the ECOP programme of ITD Hungary (Agency for investment promotion).We have handled with the claims of the applicant companies against decisions on applications. We have formed the Ministry’s statements or opinions according to the relevant rules and regulations of state aid. Until I worked here we managed to launch the amendment procedure of the new public procurement law to become more applicant-friendly. We prepared the new state aid programmes of the upcoming years and on the basis of our experience we made the investment promotion programmes more and more applicant-friendly.
