I was part of the team at the Indian Health Service, Division of Sanitation Facilities Construction (DSFC) as both Senior Engineer for DSFC and National Environmental Policy Act Coordinator for the Office of Environmental Health and Engineering.

As Senior Engineer for Rural Utilities Service. I worked within Water and Environmental Programs where I performed project management of engineering related process improvements, oversight of activities of field engineers and development of policy and regulations related to engineering and construction requirements for the Water and Waste Disposal disposal loan and grant program for rural communities in the US.

As a Civil Engineer for USDA from 1997 to 2003, I was the State Engineer and State Environmental Coordinator for the USDA, Rural Development Ohio State Office reviewing engineering documents, such as preliminary engineering reports, plans, and specifications for water and wastewater projects in rural areas of Ohio financed by USDA, Rural Utilities Service.

Worked at three Air Force installations: (1) HQ Air Mobility Command, Scott AFB, IL, (2) the Air Force Institute of Technology, Wright-Patterson AFB, OH, and (3) Pope AFB, NC, where I worked for 2 years under the Base Civil Engineer. My responsibilities primarily included NEPA review, environmental resources management, and Environmental Compliance Assessment and Management Program.
