About William Wilhelm
Bill Wilhelm assumed the role of Program Manager National Security Cutter in October 2008. He also serves as the Shore Asset Program Manager, a position which he has held since January 2007. Deepwater is a recapitalization of the U.S. Coast Guard, providing integrated C4 systems to their shore sites, aircraft, and cutters.Before taking on his current responsibilities, Mr. Wilhelm served as Program and Capture Manager for HCM. HCM is a revolutionary upgrade of Canada’s 12 Halifax Class frigates transitioning from legacy mil-spec hardware and software to a modern, open-architecture system with increased functionality. Mr. Wilhelm also served as the product manager of Lockheed Martin’s commercial, three dimensional situational awareness toolkit: InfoScene™. Previously, Mr. Wilhelm was the program manager for the Total Ship Computing Environment Infrastructure on the DDG 1000 program. He was responsible for the design, procurement, and manufacture of the ship’s displays and network infrastructure as well as the software to provide security and user interface. Mr. Wilhelm was the manpower analysis lead for the U.S. Coast Guard’s Deepwater re-capitalization program.Prior to joining Lockheed Martin in 2001, Mr. Wilhelm served in the U.S. Navy, initially onboard the AEGIS destroyer USS Mitscher as Ordnance Officer. After a two year tour he transferred to the destroyer USS Deyo for 18 months as Combat Information Center Officer. His final tour was at Commander, Operational Test Force as the lead modeling and simulation analyst for surface ship testing.Born in Cherry Hill, NJ, Mr. Wilhelm obtained a degree in aerospace engineering from the U.S. Naval Academy.Mr. Wilhelm and his wife, Gretchen, reside in Atco, NJ.Specialties: Contract negotiation, program management, earned value, risk/opportunity management.
