Over the past decade at GD, Mr. Fleming has worked in various roles in the creation, maintenance and evolution of various database systems that track data for the Department of Homeland Security (DHS.) Those databases were HSIN R3, HSIN Legacy and INSight. Among his roles:Service Operations Liaison and Manager: Responsibilities of this position include but are not limited to:o Direct supervision of over twenty engineers supporting cross-functional teams in diverse locations. o Direct supervision of subcontractor staff of twelve, providing end-to-end 24X7 operational support for the DHS via three organizational tiers of Help/Service Desk, tier 2, and tier 3 for HSIN R3 and HSIN Legacy o Technical direction to tier teams of Network Engineers, Systems Engineers and Integration specialists assisting the DHS in identifying short term critical issues while managing sustainment of the HSIN environment. o Change and Implementation management by documenting and presenting all change requests for the HSIN system before the DHS Infrastructure Change Control Board Of Note:1. The HSIN R3 system resides in one of two DHS data centers with multiple disparate functional teams and each with different organizational reporting structures and priorities. Mr. Fleming’s success at bridging the communication gaps between the data center teams has been key to keeping the HSIN project on schedule. Managed a team of ten software and integration engineers responsible for the design, development, and testing of the Customer Management Information Engineering (CMIE) group for UUNET (a MCI Company). Roles and responsibilities included personnel management, assistance in budget planning ($18M annual budget), program management, technical direction, and frequent interaction with UUNET executive staff.
