    Ned Crosby's Jefferson Center is the creator of the Citizens Jury process in which demograpically balanced groups of randomly selected citizens meet for several days to closely examine public policy issues. I was a consultant for the Jefferson Center beginning in February of 1990, when we (Minnesota League of Women Voters sponsor) conducted the first-ever statewide Citizens Jury on elections evaluating the issue stances of Minnesota gubernatorial candidates. State Audior Arne Carlson's issue positions were consistently rated highly by the juries and, despite losing the primary election appeared before a state-wide jury as a write-in candidate in the general election and again earned top ratings on his issue positions. In 1992, western and eastern Pennsylvania juries ranked incumbent Sen. Arlen Specter's issue positions the highest. The Jefferson Center's Citizens Juries are currently on hiatus awaiting the next wave in citizen reform, www.jefferson-center.org.

Spannaus finished out his career practicing law with friend and mentor Walter Mondale.
