 Program manager for 45 mile $3.3 billion Light Rail Transit Expansion Program. Successfully managed on schedule, under budget project delivery and all aspects of contract performance, including: client interface, contract negotiations, P&L management, corporate financial reporting, sub-contract and vendor management, hiring and personnel management, and directing a staff of 90 professionals. Overall direction and oversight responsibility for systems integration activities on 45 mile $3.3 billion Light Rail Transit Expansion Program, including: Design Reviews, Program-wide LRT Systems Interface Management, Rail Fleet Management Planning, Operations & Maintenance Planning, System Safety and Security Certification, Integrated System Testing and Start-up, and Contract Close-out and Turn-over activities.  Overall direction and oversight responsibility for Project Control activities on 45 mile $3.3 billion Light Rail Transit Expansion Program, including: Cost and Budget Control, Schedule Control, Change Control, Document Control, Independent Estimating, Value Engineering and Risk Analysis/Risk Management.  Overall direction and oversight responsibility for seconded staff support for CADD, environmental, real estate, procurement, administrative, quality assurance, construction safety, systems safety, systems engineering, systems construction management/inspection, and alternative delivery definition/planning/execution, including: Design-Bid-Build, CM/GC, Design-Build and Public-Private Partnership.

 Directed a project controls team which successfully performed all aspects of Cost Control, Schedule Control, Change Control and Document Control for 45 mile $3.3 billion Light Rail Transit Expansion Program. As the designated contact point for the FTA and its Project Management Oversight Consultant (PMOC), coordinated the agency's efforts to secure $700 million FFGA. Coordinated agenda and Agency preparation for quarterly meetings with FTA, coordinated monthly on-site PMOC visits, reviewed and provided input to the PMOC’s monthly status reports to the FTA regarding capital projects, and coordinated agency's implementation and compliance with FTA Standard Cost Code reporting efforts. Managed the development, maintenance and enforcement of all project control procedures and tracking/reporting systems. Managed development of an integrated SharePoint web-based project portal with executive dashboard including color coded, real-time status of key performance indicators and security-based drill down capabilities into project metrics including scope, budget, schedule, contracts and project documentation.  Developed and maintained project/program baseline budgets, including identification of funding sources, and utilized earned value and forecasting techniques to track and report progress status/trends against baseline budgets.  Developed and maintained integrated project/program baseline schedules. Evaluated multiple contractor schedules, real estate acquisitions, utility relocations and tracked and reported progress status/trends against baseline schedules. Scheduled and coordinated the Authority’s Change Control Board and enforced compliance with change control procedures.  Managed the development and maintenance of Capital Improvement Program Management Plan (CIPMP), and individual project-specific Project Management Plans (PMP).

 Managed implementations of web based CRM and OSS convergent billing systems, including integration with Oracle Financials, Remedy Trouble Ticketing, and proprietary pre-qualification software. Served as post-implementation customer account manager responsible for all customer interface and up-sell opportunities.  Managed integration of web based CRM and OSS convergent billing system with Metasolve TBS telecom provisioning software utilizing Vitria middleware.  Successfully managed multiple software development projects through full development lifecycle, including: project estimation and resource definitions, definition of success factors, requirements gathering and documentation, scope definition, risk analysis, documentation of project risks and assumptions, change management, technical architecture and design, development, testing and user acceptance. Developed, documented and implemented full lifecycle SDLC and Project Management methodologies.

 Managed a team of professionals which performed all aspects of configuration management on a 24 mile $950 million Light Rail Transit Expansion Program, including: technical design review, change control, document control, procurement, drawing control, and raster imaging. Scheduled and coordinated Change Control Board and enforced compliance with change control procedures.  Managed annual agency departmental budgets, monitored and reported contract performance and participated in contract negotiations. Managed development and implementation of web enabled configuration management system which integrated and automated processes resulting in a 20% improvement in productivity. Project utilized Windows NT platform with relational Oracle database, Visual Basic interface, HTML, ASP, SQL, scanning technologies, and included development of related procedures, project documentation and training. Managed customization and implementation of networked Primavera Expedition Sybase relational database contract administration software among ten separate field sites, including development of related procedures, project documentation and training. Managed development and implementation of web-based design review system using HTML and SQL Server to track multiple, concurrent technical design reviews, including integration with workflow engine resulting in 50% efficiency improvement. Developed related procedures, project documentation and training. Interfaced extensively with all levels of client throughout multiple departments, including senior management, middle management, individual project managers, and other project consultants to analyze needs, determine requirements, measure performance, and develop and implement solutions and procedures.

 Managed a team which successfully performed all aspects of cost and budget control for 20 mile $850 million Light Rail Transit Starter System Program, $50 million Commuter Rail program, multiple bus transit facilities from $5 to $20 million, and multiple miscellaneous capital projects up to $50 million. Managed development and implementation of Cost Management System (CMS) for use in tracking and reporting cost control information. Coordinated development of project budgets, prepared monthly cost reports, prepared trends and variance analysis, reviewed cost estimates, reviewed and coded contractor invoices, maintained work breakdown structure, tracked real estate acquisitions, tracked actual costs and hours to projections; developed and analyzed cash flow projections. Coordinated with and reported to the Federal Transit Administration.
