• Responsible for forecasting and execution of a $200M+ yearly budget to sustain the global footprint of F-35 JPO IT operations and support. This includes but not limited to ensuring proper investment are being made, return of investments are achieved and coordination of varying outside groups funding streams.• Strong ability to communicate and brief at all executive levels. This includes weekly status reports, budget obligation projections, program management reviews; with the ability to clearly articulate current + future outlook of global IT operations.• Responsible for understanding current global technology trends; identifying risk to business streams and communication of any IT risk to executive teams while finding workable solutions.• Accountable for developing and realizing the vision for technology at the F-35 JPO. This includes developing and managing a competent team of technology staff to maintain, support and deliver new solutions with proper recruitment and retention to ensure employee happiness.• Accountable for the DoD’s largest classified, Special Access Program IT network with hundreds of international users, spanning 50+ locations across the globe aimed at streamlining distribution of classified data and enhanced classified collaboration capabilities.

• Providing leadership and direction for all technology innovation and maturation across the program office. This includes full lifecycle accountability of on-premise and cloud based technology solutions within all classifications environments.• Accountable for execution of a $74M technology yearly budget. This includes but not limited to ensuring proper investment are being made, return of investments are achieved and coordination of varying JPO PMOs funding streams.• Responsible for a team of eight government civilians managing nearly 200 contractors across 10+ contracts; ensuring successful operations and accountability of all IT areas within the CTO pillar. This includes accountability of a wide-range of IT including but not limited to DevSecOps, all things cloud, classified solutions, infrastructure and operations, enterprise hardware, IT consolidation, and introducing a Cloud Center of Excellence (CCoE).• Lead for F-35 implementation of a DevSecOps ecosystem across all classification environments. This includes coordination and collaboration between external organizations, internal PMOs and ensuring a technical ecosystem is effective and efficient with a return on investment as the primary goal.• Responsible for future projections of budget, technology, innovation and consolidation across the entire FYDP. This includes creating roadmaps and vision strategies targeted for SES and GO level decisional briefings.

• Lead for all F-35 5GI, FOM, C2D2 classified IT efforts. This includes but not limited to ensuring the F-35 enterprise is setup efficiently and effective for classified IT comms at the appropriate Special Access Programs (SAP) levels. Managed the deployment of DoD classified +JPO specific SAPenclaves enterprise wide.• Served as the government SME for classified contracts supporting 5GI, FOM, C2D2 ensuring the F-35 is setup for the future of classified IT at applicable SAP levels.• Led and managed the buildout and implementation of a global special enclave, multiple program ITnetwork supporting F-35 foreign partners. Led consolidation and implementation efforts of a multipleprogram special enclave network aimed at reducing four F-35 SAP networks into one.• Lead IT representative for all cloud-computing requirements across the entire F-35 program office.Established working connections with points of contact in Google, Amazon, DISA and Microsoft regarding all things DoD cloud.

• Developed and presented multiple white papers, roadmaps and vision strategies informing JPO CIO of current IT challenges aimed at improvements for cyber security, customer service, policy planning, program management and execution.• Lead government IT representative for 8+ CONUS JPO sites; this entails performing site visits, meeting and advising site leads (GS-15s and above) of OCIO projects, ensuring resolution of site problems, assigning contractor support levels and managing site projects to ensure a balanced enterprise. Examples; classified network extensions, cloud integration for large-scale data processing, VTC buildouts, printer consolidation, networking expansions.• Started in 2015, served as the government SME for the transition of the F-35 unclassified IT environment into Microsoft’s L5 O365 SaaS environment. This included multi-day solution alignment workshops with Microsoft, updating our current environment for O365 integration, setting up ADFS, modifying our existing Microsoft EA to include an L5 tenant, network assessments for bandwidth constraints, established DISA’s Cloud Access Point (CAP), projecting implementation schedules across all workforces, integration with legacy infrastructure and much more. Currently utilizing Exchange, SharePoint Online, Teams and OneDrive within Microsoft’s L5 O365 SaaS environment.• Served as the government SME to transition our F-35 unclassified on premise development IT environment into Microsoft’s L4 Azure PaaS infrastructure. This included designing initial concepts, ensuring proper split between development, test and production integration. Developed transition plans, rollout plans and coordination across our contract and civilian workforce.• Served as technical chair on multiple source selection boards for contract re-competes – largest valued at $225M.

• Lead for development, planning and execution of full IT system life cycle management refresh – nearly $27M. This includes almost full replacement of all networking devices, storage, hosting infrastructure, end user hardware enterprise wide and selecting the IT CSS to execute various task orders. Throughout this process, achieved nearly $7M worth of cost savings allowing for greater operational efficiencies.• Led design, planning, procurement ($6M) and execution of six classified JSFPO domains from physical environments to virtualization utilizing Nutanix, VMware and NetApp SANs – currently serving as technical team lead for all areas regarding classified IT.• Worked collaboratively with contractor support as the technical POC on a wide range of IT infrastructure projects, day-to-day operations, emergency outages, COOP planning and ensuring mission essential functions are always operational.

• Migrated ePolicy Orchestrator from a physical server to a split-virtualized environment; this entails upgrading ePO from 4.5 to 4.6.8, re-structuring the database for greater efficiency, migrating all module policies, and migrating 10000+ machines.• Built and configured ePolicy Orchestrator rollup server on SIPRnet for Tier III enclave reporting.• Active level 6 member on the McAfee forums; published Understanding Maintenance Plans andMaximizing DB Performance for ePolicy Orchestrator on McAfee’s forum.• Re-structured multiple web based applications database configuration for greater efficiency; thisentails switching to full recovery models, breaking the .mdf/.ldf onto separate drives, breaking thetemp DB onto a separate drive, setting up maintenance plans, and ensuring DB health.• Functioned as POC for MS SQL disaster recovery efforts as on-call support.

• Provided technical support in the resolution of HBSS related issues; this included managing and maintaining HBSS from ePO, installing and configuring the latest HBSS release & supporting deployments of technical solutions at HBSS locations. Upgraded ePO from MR3 to MR6; migrated HIPS policies from 7.0 to 8.0; enabled PKI authentication, developed an effective RSD method to cover all areas of the JSF network, enabled HIPS firewall and blocking medium threat signatures across entire enterprise for workstations & servers on both NIPR & SIPR.• Upgraded the JSF SIPRnet & SAP networks from Windows XP to Windows 7; this includes building the physical domain controllers, performing ADprep/DCpromo, creating & building the Windows 7 image, re-imaging existing Windows XP machines to Windows 7, joining and configuring them to STIG/JAFAN requirements.• Implemented ACAS from the ground up on NIPR/SIPR; this includes building the physical servers, installing RH Linux with Security Center, deploying Nessus scanners to each site among the enterprise, setting up scan zones relative to each sites IP ranges, and performing scans.• Functioned as primary POC during two DISA CCRI visits for both HBSS & vulnerability scanning areas of inspection• Managed Retina scanning for over 2400+ NIPR IT systems enterprise wide for the JSF program. Created automated script to convert Retina .rtd files into .csv; created SQL Server DB for importing enterprise scanning .csv files; developed SQL queries to provide JSF enterprise metrics of machines scanned, how many CAT 1 on the network, machines not scanned, etc. for CIO and IAM review.

• Utilized C# 3.5, AJAX, and SQL Server Reporting Services to provide technical services to accomplish system/software development.• Implemented necessary DISA security controls for a Cross Domain Solution (CDS) from SIPR to NIPR. Prepared and maintained necessary security documentation for the CDS. Designed XML schema for processing within the web service via SOAP.• Performed & remediated vulnerability scans and penetration tests on each Virtual machine (VM) to ensure FISMA and DIACAP compliancy using Retina, DISA Gold disk, HBSS.• Successfully obtained, three-year ATOs for the Department of Navy (DON) for a MAC II Classified system hosted on the SIPRnet.• Maintenance developing on a web-based application using SQL Server, C#, JavaScript, Oracle and ASP.NET 3.5.• Develop system changes for new functionality utilizing C#, JavaScript, SQL.• Introduced agile development methodology SCRUM.• Remediated vulnerability scans and penetration tests on each server to ensure FISMA and DIACAP compliancy.

• Graduated with honors from basic training in June 2005. Graduated from Air Force technical training being a certified 3-level mechanic on C-130 turboprop engines. Passed 5-level technical courses to become certified 5-level to work on C-130 and C-5 jet engine aircrafts.• Maintained the mechanics of the C-130 and C-5 aircrafts while on on duty in Martinsburg, WV.
