I spent 23 years in Navy recruiting as a MEPS Liaison, bridging the missions of Navy Talent Acquisition Group Portland and the Military Entrance Processing Station by striking a balance between their respective interests, emphasizing consensus-building over compromise. Human Resources Technician
I supervised coordination of prequalification processing, and was the final quality control checkpoint of applicants before actual enlistment/reenlistment. I performed background interviews with applicants to determine their eligibility for Naval service, including, but not limited to, mental and educational qualification, physical qualification, criminal history and drug use. I examined court documents and police reports and apply Navy Recruiting Command policy to applicants' Criminal History Record Information (CHRI) to establish eligibility for enlistment.As a legal analyst I was acknowledged by NTAG and National Leadership as the Talent Acquisition Onboarding Center's subject expert in the application of immense variations in State criminal law when determining applicants' criminal history and moral qualification. I verified eligibility for programs for which applicants agree to enlist. I supervised preparation of records, conduct of background interviews, and drafting of travel orders for approximately 700 Navy recruits shipping to basic training annually. I liaisoned with field recruiters and MEPS Medical and Operations staff to coordinate scheduling and processing of applicants, including the mediation of processing issues that may deviate from MEPS policy. I also acted as Enlisted Processing Division Supervisor in the absence of the EPDS.
Asst. Budget Analyst
Allocated and obligated $2.5 million (PV) in yearly Operating-Target funds, revised spending plans, recorded payments, and reconciled balance of accounts. Reviewed internal requests for allocation of funds for travel, supplies, vehicles, out-of-pocket expenses (OPE), etc., to ensure availability of funds. Moved funds between job orders as required, preparing and reporting spending plan revisions. Prepared budget status reports for review by program managers. Upon receipt of quarterly funding, allocated funds to some 90 separate accounts according to the established annual spending plan. Directly involved in preparing and consolidating annual budget estimates and unfunded requirements of the various program managers; assisted department heads in estimating their costs for planned travel and out-of-pocket expenditures, among others. Prepared and submitted annual budget documents to appropriating authority for their review. Was essentially the program manager for OPE funding, being solely responsible for estimating annual OPE budget, pre-obligating OPE funds, and drawing from that account to pay claims.At the time, I was the only Personnel Specialist in the Navy trained in the operation of the Financial Management software application, and functioning as a Navy Recruiting Financial Management Specialist. Served as Acting Department Head in the absence of the Logistics Support Officer. Selected as Support Person of the Year, received CNRC Letter of Commendation, and awarded Navy Achievement Medal for meeting increased travel commitments despite reductions in funding, "Outstanding" grades for OPE administration in 4 consecutive MITT inspections; and for achieving 100% budget execution for 4 consecutive fiscal years as Financial Management Specialist -- a function outside my specialty as a Personnel Specialist.
Travel Coordinator / Auditor
As Travel Coordinator, I planned itineraries, scheduled travel accommodations, estimated costs, obligated funds and prepared travel orders for approximately 1,100 TAD travelers annually, in the most geographically diffuse recruiting district in the Nation. Audited and tracked submission of travel vouchers; arranged and delivered payment of per diem and plane tickets, and arranged for car rentals. Oversaw a $1.2 million (PV) annual command travel budget.As OPE Auditor, I verified accuracy of figures, calculations, and veracity of claims filed by Navy recruiters for reimbursement of out-of-pocket expenses. Corrected errors, listed discrepancies for adjustment. Tracked expenditures of command OPTAR funds; submitted claims to disbursing personnel for payment. Developed a spreadsheet for tracking trends in expenditures by individual recruiters, stations, and zones, to assist the Commanding Officer in monitoring spending and accountability.
