Senior Warranted Lease Contracting Officer (LCO) of the agency with unlimited authority to award lease contracts on behalf of the United States. The LCO applies mastery-level knowledge of Federal, Departmental, Agency, and local real property lease laws, regulations and procedures applicable to buildings and land leases, acquisition and administration of lease contracts. The LCO negotiates the terms and conditions of leases and provides advice and develops the guidance. The LCO reviews IHS space requests for accuracy and conformance with statutory, regulatory and procedural guidelines, makes appropriate correction recommendations to IHS Headquarters, . Consults with DHHS Office of General Counsel to obtain orders land surveys, title searches, title policies, land appraisals and other services as needed in the purchase and lease of real property. Prepares leases, sales offers, deeds, requests for title determination from the Department of Justice, releases, disclaimers, tax waivers, certificates of inspection and possession, real property closing statements, and land acquisition determinations.
