About Brian Payne

I’m a former programme / strategy manager having left the Environment Agency in May 2024. Of my 30+ years’ experience the majority has been in managerial roles, giving me well developed people skills and leadership capabilities. These translate very well into the outdoors environment working with young people and adults, alongside a proven track record for delivery.For about the same period of time I’ve been a volunteer with the Scout Association as an adult leader. I’m currently a hillwalking skills instructor and an Assessor for the Scouts Hillwalking Permits Scheme working with both adults and young people. I now work as a freelance Mountain Leader translating my skills, passions and previous experience into great experiences for peopleMy previous career was in industry regulation which included a range of operational and strategic roles and I led the Environment Agency's Nuclear New Build Programme as the Programme Manager. Latterly I'd been working in change and business improvement projects where I gained significant insight on in organisational design and transformation on work including strategic governance, reshaping EA permitting services and development of future regulatory strategy (on 10-20-year horizons). I have well developed programme management and leadership capabilities and I'm also a Prosci certified Change Practitioner. I am trained in responding to Major Incidents working with live experience as a strategic manager in multi-agency incidents, emergencies and recovery phases.
