In this role I am responsible for working with internal teams and external project stakeholders through the entire development cycle on the siting, acquisition, design, and construction of industrial/commercial related projects. I serve as in-house subject matter expert on land development and environmental site constraints to support acquisition and entitlement of identified sites; manage multiple projects throughout diligence, acquisition, planning, and construction phases; support preparation and submission of land use and environmental permit applications; attend site visits, public meetings/hearings, and agency coordination meetings, as well as, work with local, state, and federal permitting authorities through the siting and permitting process with the goal of obtaining permits consistent with the construction budget and schedule; and work with internal teams to solicit, review and manage scopes of work and budgets from third party engineering and environmental consultants to support project development.

In this position I was responsible for program-level leadership as it related to civil engineering, land development and community planning services associated with municipal, recreational and traditional private site development projects in the greater Pittsburgh region.I also acted as the designated representative for Client and jurisdictional agency personnel, and provided coordination of all internal activities performed by engineering staff. I planned, directed, supervised and controlled the execution of all business, technical, fiscal, and administrative functions of the assigned program or project from conceptual design through construction. I remained completely versed in the firm’s growth goals and objectives, organizing work procedures to be implemented and accomplished for projects, establishing documentation and administrative organization for project teams and maintaining corporate Quality Control/Quality Assurance standards.Key initiatives implemented and projects managed while at Dawood Engineering included the establishment of Civil Engineering Groups in both our Wayne, Pennsylvania and Bridgeport, West Virginia offices, the coordination of job descriptions and company-wide rate sheets with employee titles, the successful teaming with Arcadis for the ALCOSAN Plant Expansion project, the management of oil/water separator projects in Bangor, Maine and Ludlow, Massachusetts for Buckeye Pipeline, the oversight of and providing QA/QC for securing roadway access and utility crossing permits for the MOME, MOPA and MOSA mid-stream pipeline projects in West Virginia for EQT, providing QA/QC services for well pad developments in Greene and Washington Counties, PA for EQT and the permitting of a “mud” plant within an enclosed building at the Leetsdale Industrial Park for Patriot Drilling Fluids.

I managed the Pittsburgh office of Fisher Associates. In my role with Fisher Associates I managed projects and clients for the planning, design and construction oversight of private and public land development projects as well as well pads, impoundments, water pipelines and HOP’s for the gas industry. I was also responsible for developing alliances and teaming relationships with other engineers, surveyors, wildlife specialists, archeologists, geologists and contractors in the western Pennsylvania, Eastern Ohio and West Virginia region.I was responsible for new business development in the energy, commercial, educational, industrial and residential markets. Maintaining our company wide CRM database (Deltek Vision) for prospects, opportunities and sales was a critical function of my position. Attending trade shows, attending industry organization functions and developing effective marketing materials were also activities that rounded out my day (and evenings).

Appian Associates, LLC provided comprehensive professional civil engineering and land planning design services to those clients who continued to seek value and engineering competency on their projects upon the closure of FMA. As sole owner of this company, I oversaw all aspects of business operations including the start-up and eventual closing of the firm in order to pursue other opportunities in the Pittsburgh market. While in operation, I successfully permitted three very significant projects; the Carlisle Sports Emporium; Camping World; and McVeytown Athletic Field projects.

I started FMA, a consulting firm with services in the area of civil engineering and surveying in 2005, and grew the company to 16 personnel. I was responsible for the company's strategic planning, marketing, business development, day-to-day operations and the financial health of the firm. I developed and implemented plans for company's growth and overall objectives. I also defined responsibilities and established accountability and standards of performance and reviewed all facets of organization and operation for achievement, quality design, profit, and professionalism. I established business development and marketing goals, monitored cash flow, billings and receivables and made financial decisions, created an atmosphere of professional enthusiasm that encouraged employee's performance and maintained good communication, effectively organized, directed, and led the company's employees, evaluated performance of employees and determined salaries and total compensation/benefit packages, maintained quality control and quality assurance, budget, and schedule on all projects and other activities of the company. Upon dissolution of FMA, projects in process were successfully transferred to Appian Associates, LLC.Realized revenue reached a peak of nearly 1.3 million dollars in 2009 with an average of 1 million dollars for the six years in operation. Key projects that I was responsible for included the Penn State Hershey Rehabilitation Hospital in Hershey, the Bethany Village Cottage and Estate Home project in Mechanicsburg, the residential subdivision entitled Regents Hills in Newberry Township, York County, the Newville Elementary School Expansion and the new Plainfield Elementary School projects in Newville, PA and the Apex Village townhouse project in Shippensburg, PA.Closing down the company as a result of the lackluster performance and incompetencies of a poorly selected partner was a tough business decision but something that had to be done.

Served as Executive Director facilitating the direction and conduct of Authority meetings; served as the liaison between the Authority and the public; represented the Authority at all meetings; maintained contact with federal, state, and local officials and keeps the Authority informed of all related matters; coordinated the work activities of the Authority’s various committees; performed fieldwork such as debris removal, stream bank stabilization, and water quality monitoring; conducted tours; spoke to groups and corresponded with government officials and other environmental groups; prepared and submitted a timely annual budget request to member municipalities; prepared the Authority’s annual budget and coordinated the preparation of the annual audit; and submitted the necessary reports to the state. I continue to review and make recommendations on subdivision and land development plans proposed to be constructed within the watershed of the LeTort Spring Run on an on-call basis.

I also provided municipal engineering services including review and comment on Subdivision and Land Development Plans submitted for approval to municipalities that the firm represented over a three-and-one-half-year period. Plan reviews consisted of verifying compliance with both zoning and land development ordinances. Attendance at Township Planning Commission and Board of Supervisors meetings occurred when required by the Township Engineer. Performed inspection of construction activities in order to enforce Township ordinances and rules and regulations and to see that the Township’s construction standards were met, and recommended the release of financial security for the construction of public improvements. Prepared designs and bid documentation for roadway, bridge repair, and storm water projects. Prepared revisions to the Township’s Subdivision and Land Development Ordinance. I also prepared revisions to and enforced various Municipal Authority Rules and Regulations and Construction Standards; completed an inflow and infiltration study of a Municipal Authority’s sanitary sewer system that identified problem areas within the system and recommended means of reducing the inflow and infiltration; and had oversight of the Authority’s operations and maintenance activities.

As an engineer for this firm, I prepared various feasibility studies, engineering designs, environmental reports, and permit applications and monitored the construction of municipal solid waste landfills, materials recycling facilities, composting facilities, and resource recovery facilities throughout the United States.
