The study has emerged from consultations with local organisations who are concerned about the challenges faced by many schools in retaining teachers. It is anticipated that teacher retention is closely associated with shortfalls in the amount and frequency of teacher stipend payments. Non-payment and delayed payment are typically reported as the reasons why teachers are not in the classroom.
