I am a consultant in the area of Cybercrime, Cyber security, communications and security regulation and policy. I have over 30 years’ experience in the Australian Public Service, with the last 20 years specialising in telecommunications legal policy and cybercrime. I have extensive public service experience working with Australian private sector organisations, as well as international government and non-government agencies. I have provided leadership to various international government agencies on communications policy, including briefing foreign ministers. I was also the chair of an international committee on communications policy. I am a regular speaker at international conferences. I provide strategic advice to international companies seeking to navigate both public and private sector agencies and wishing to work within the Australian legislative framework. I have provided assistance to businesses on various lawful access regimes including Australia’s approach to the a US/AUS CLOUD agreement. From January 2017 to January 2021 I was an Expert for the Council of Europe providing consultancy services for capacity building on cybercrime and electronic evidence, specifically Cybercrime and cyber security policies and strategies.From May 2017 until May 2019, I worked under an aid grant to assist the Tongan Government to develop and carry out a strategy for effectively implementing new legislation relevant to the Budapest Convention on Cybercrime. From December 2018 to January 2019, I assisted the Government of Samoa to develop a strategic vision on implementation of the Budapest Convention. From September 2020 to February 2021 I worked with Tonga under a grant from Pacific Technical Assistance Mechanism Phase 2 (PACTAM2, the worked involved assisting the Attorney-General of Tonga develop online safety laws. On completion of that project I was engaged by Tonga’s Attorney-General to develop an implementation plan for the new laws, including organising an international virtual conference which was held in June 2021.
