• Serve as executive leadership in the development and implementation Emergency Operations Center (EOC) systems and staff consistent with NIMS. Since 2005, Clovis EOC staff have received five (5) training sessions and four (4) functional exercises. In 2006, we were recognized as a model participant in the state-wide Golden Guardian exercise.• Oversee the implementation of the City-wide emergency management program that supports an all hazard approach to emergency preparedness, mitigation, response, and recovery. Provides management and administrative oversight of the City's Emergency Operations Center (EOC) and serves as the City's Emergency Operations Center Director during activations and primary facilitator during multiagency coordination conference calls.• Serve as primary liaison with California Office of Emergency Services during and post disaster events to coordinate damage assessments, reimbursement and after action reporting.• Developed and maintained City Local Hazard Mitigation Plan (LHMP) consistent with the Disaster Mitigation Act of 2000 of 44 Code of Federal Regulations 201.6. Currently the program has graduated over 300 personnel with an active roster of 40 and Leadership Team of 10, achieved 501c(3) status as a private/non-profit entity to reduce general fund program support.• Direct the administration of state and federal grants designed to enhance emergency management programs, reduce future hazard impacts, recover eligible disaster costs, and build appropriate capabilities. • Developed, administered and supervised Information Technology (I.T.) Division comprised of 11 personnel and supporting 500 users. In 2009, re-established the Governance Committee to ensure departments had a voice in technology deployments and sharing of best practices. In addition to normal day-to-day internal operations, I.T. launched new public outreach initiatives to improve community feedback/participation.• Developed policy and chaired Special Events Planning Committee to improve attraction and success of event organizers selecting Clovis. Process improved communications, pre-event coordination between departments, billing and served as a one-stop shop for event organizers, minimizing time and bureaucracy.• Served as City staff on Fresno/Clovis Media Authority and Community Media Access Collaborative (CMAC) for public, education and government programming. As a member of each board, negotiated CART and CMAC contracts, monitored expenditure of PEG funding in accordance with state/federal requirements and served as the lead on Executive Director Search Committee.• Planned, organized and directed partnership agreements between the City and private/non-profits. • Served on the City’s labor negotiation team for Fire, Police, Public Utilities and Administrative Support bargaining units with mutually acceptable contracts successfully negotiated over 5 years.• Performed complex analysis that included total compensation, retirement, working conditions and ancillary benefits with comparable jurisdictions as part of the collective bargaining process and advised City Council for direction during negotiations.• Conducted confidential investigations related to alleged violations of applicable federal, state and local personnel policy. Investigations resulted in appropriate actions, maintained privacy and helped shape future training for staff at all levels to reduce similar incidents in the future.• Advised management and employees regarding grievance procedures and monitored the grievance process for assigned departments. Led the grievance process in coordination with department managers to ensure collective bargaining contract, personnel rules and applicable federal/state law was followed. Outcomes resulted in successful resolution with outcomes upheld by Clovis Personnel Commission as the final step in the grievance process.• Prepared, administered and monitored $1.5 million dollar workers' compensation claims budget. Developed efficiencies in the budget and program administration to reduce injuries and improve benefits delivery.• Developed, implemented and maintained interview/selection processes to attract and retain quality staff for all departments. Outcomes included improved rating system, improved job announcements and targeted recruitment.• In coordination with legal counsel, developed training delivery and processes to ensure employee leave coordination including Family Medical Leave Act, California Family Rights Act and Paid Family Leave for life changing events were followed while minimizing the bureaucracy for the affected employee.
