Current• Serve as executive leadership in the development and implementation Emergency Operations Center (EOC) systems and staff consistent with NIMS. Since 2005, Clovis EOC staff have received five (5) training sessions and four (4) functional exercises. In 2006, we were recognized as a model participant in the state-wide Golden Guardian exercise.• Oversee the implementation of the City-wide emergency management program that supports an all hazard approach to emergency preparedness, mitigation, response, and recovery. Provides management and administrative oversight of the City's Emergency Operations Center (EOC) and serves as the City's Emergency Operations Center Director during activations and primary facilitator during multiagency coordination conference calls.• Serve as primary liaison with California Office of Emergency Services during and post disaster events to coordinate damage assessments, reimbursement and after action reporting.• Developed and maintained City Local Hazard Mitigation Plan (LHMP) consistent with the Disaster Mitigation Act of 2000 of 44 Code of Federal Regulations 201.6. Revised plan Plan FEMA approved effective 2018.• Identify, research, and analyze potential legislation or policy changes coming from California Office Of Emergency Services (OES) and California State Fire Marshal and advise Fire Chief and City Manager on the local impacts.• Program Manager of Clovis Emergency Response Team (CERT) volunteer program. Currently the program has graduated over 300 personnel with an active roster of 40 and Leadership Team of 10, achieved 501c(3) status as a private/non-profit entity to reduce general fund program support.• Direct the administration of state and federal grants designed to enhance emergency management programs, reduce future hazard impacts, recover eligible disaster costs, and build appropriate capabilities. Since 2006, grants received and administered total over $2.0 million.
