    In this role I coordinate, task and supervise the Operations Planning team in the management and development of force level operational planning for both Surrey and Sussex Police. This includes planning for all major force operations, overseeing and supervising the mobilisation of police resources to support the forces and divisions in managing large scale operations, spontaneous critical incidents and major incidents/civil emergencies. Such incidents include large scale public order operations, public safety operations and large scale searches, including both pre-planned and spontaneous events. As part of this role, I line manage a team of Planning and Logistics Officers overseeing the planning of all operations in line with force policy and national best practice. I also coordinate the deployment of mutual aid both leaving the forces and coming into force providing a single point of contact for regional and national deployment requirements.

This included maintaining a clear situational awareness of all emergency and non-emergency situations, monitoring all forms of contact within the Control Room and being available to support, direct, guide and advise staff as appropriate. I was also responsible for taking initial command and control of operational incidents until Divisional resources were able to take over, ensuring the safety and welfare of the public and operational staff. I was also responsible for operating and having technical awareness of the wide variety of software and hardware, telephony and AIRWAVE systems utilised across the Control Room. In this role I was also a nationally accredited AIRWAVE Tactical Adviser.

    During this secondment I was responsible for planning the policing of the Labour Party Conference 2021. This included liaison with multiple agencies including Home Office, Counter Terrorism Policing and the coordination of several hundred officers per day with varying specialisms. The policing operation was successful meeting the objectives set and the conference passed without any significant incidents.·        I identified a legal risk to the organisation by not having a defined policy for making decisions on whether to allow accreditation to access the conference. Working with the force’s solicitors and consulting various internal and external stakeholders, I drafted a policy and organised for this to be adopted as force policy.·        Drafted the Conference Security Plan in liaison with the Counter Terrorism Security Coordinator, appointed security provider and the Labour Party and had it approved for funding by the Home Office, ensuring the force did not have to cover the cost of additional policing.·        Reviewed debriefs from previous party conferences and identified coordination between Police and the security provider as a previous weakness. Drafted and consulted on a Memorandum of Understanding to confirm roles and responsibilities of the Police, the security provider, the venues and the Labour Party. This led to the partnership working between the parties being noted as a strength of the operation in the structured debrief.

    I joined Sussex Police initially as Contact Officer in Jan 2018, where my duties were to primarily answer 999 and 101 calls, complete investigations over the phone or allocate calls for attendance by divisional resources. As part of this role, I was required to conduct fast time intelligence checks as well as utilising a range of tools and resources to elicit as much information as possible to enable an accurate and timely assessment of risk. I was promoted to Controller in Mar 2018, where my duties were to manage a queue of incidents for resourcing, utilising the National Decision Model (NDM) and Threat, Harm, Risk, Investigation, Vulnerability and Engagement (THRIVE) to identify the appropriate action to resolve or determine the appropriate agency, deployment grading and priority of incidents. I would then coordinate and manage the use of police resources to resolve those incidents communicating with them via the AIRWAVE network. As part of this role, I was responsible for taking initial command & control of incidents and directing resources until a divisional resource arrived on scene. Some of my achievements during this time included:•Reviewing and redrafting the action plan for controlling spontaneous firearms incidents, leading to improved interagency coordination as well as increased consistency of key actions being completed.•Resolution of an abduction by utilising the description of the suspect vehicle and proactively searching over 100 ANPR records to correctly identify the vehicle and subsequently it’s location, allowing officers to resolve the incident. •Prepared a proposal for a process change to how 999 calls received that did not require an emergency response were managed resulting in improved accuracy in crime recording for those incidents and reduced staff time required to process them.
