Technical Officer (Groundwater & Contaminated Land)
Provide specialist advice to Environment Agency area staff and other stakeholders on contaminated land, and the protection of groundwater quality and resources. Key responsibilities include: Provision of advice to Agency staff, the relevant planning authorities, consultants and contractors on the redevelopment of both historically and recently contaminated land. Advising internal staff and local planning authorities on the requirements of the Landfill Regulations, the Groundwater Regulations and the Integrated Pollution Prevention and Control (IPPC) Regulations (e.g. the appropriate siting of landfill sites as well as the engineering and lining requirements). Provision of expert advice to local planning authorities to enable them to discharge their obligations under Part IIA of the Environmental Protection Act 1990.• Assessment of Hydrogeological Risk Assessments (e.g. those submitted in support of a planning application for the redevelopment of a contaminated site or an IPPC application. This often involves approving risk assessment models such as LANDSIM and CONSIM. • Provision of advice to Environment Agency licensing/permitting, consenting and environment management functions in relation to consents to discharge, groundwater abstraction licences, waste management licences, groundwater regulation authorizations, and land drainage consents.• Supporting Regional Capital Program and managing capital & revenue projects. • Contributing to local business plans.
Environment Management Officer
Ensuring compliance with environmental and permit standards by inspection of contaminated land remediation schemes and waste management facilities. Undertaking effective, efficient, timely and safe responses to emergency incidents, such as an oil spill to a river. Acting as ‘Site Controller’ during incidents by managing and coordinating responses to bring the environmental risk under control. Investigation of activities which may impact on land or groundwater quality, such as waste to land applications.

Waste Licensing Officer
(The above time period excludes 12 month sabbatical for MSc) Determination of Waste Management Licence applications for a range of waste facilities to ensure that their activities do not cause pollution to the environment, harm to human health or serious detriment to the local amenities. Determination of mobile plant licence applications (e.g. for air sparging, and soil vapour extraction equipment) for the remediation of contaminated land or groundwater. Technical assessment of landfill engineering proposals to ensure compliance with specified standards. Includes assessment of Construction Quality Assurance Reports. Carrying out Risk Assessments, Site Investigation, writing up reports and compilation of information.
