Oversight over the business processes and performance metrics related the U.S. Federal Courts’ 40 million square foot real estate portfolio along with the $1 billion annual rent bill and $100 million annual construction program. Develops cooperative agreements with the courts’ landlord, the General Services Administration for process improvement, data sharing, and project prioritization. Accomplishments:• Developed a strategic implementation plan for the deployment of IBM’s TRIRIGA facility management software package enabling the multi-year effort to compete for funding and begin to create an authoritative source for facility data.• Applied program management rigor to several long-term programs for space reduction, capital security, and information technology management. Acted as facilitator to help program teams identify strategic objectives, milestones, and key success factors which are guiding these programs and creating an environment of continuous improvement

Direct oversight of the business process for the Agency’s $100 million annual design and construction project portfolio including development of policies, guidance, innovation, and performance metrics. Managed staff of ten providing cost estimating, scheduling, drafting and specification support. Synchronized all aspects of the facility management lifecycle as Computer Aided Facilities Management Program Manager by standardizing terms, data naming and quality, maintaining consistency of design deliverables and implementing new technology. Developed proposals for all information technology investments and defended them to Agency senior management.Accomplishments:• Led a three-year Agency-wide effort to re-engineer the project delivery process and produce new guidance. The fielding of a new facility management “family of plans” provided a set of guidance documents for project managers which improved the consistency of project documents and through improved data collection enhanced the Agency’s understanding of its facilities and their condition.• Developed an Agency Facility Management Data Vision to improve how facility data was accessed and to change the organizational culture to one focused on using authoritative data for developing planning documents. The Vision’s five-year plan guided information technology investments, business process changes and data transparency that are improving the effectiveness of the Agency.• Selected by the Agency’s Chief Operating Officer to co-lead an effort with the Chief Administrative Officer to correct long-standing deficiencies in how the Agency managed shared computer drives and ensured that the Records Management staff was receiving materials as required by Agency record schedules. Developed an implementation plan, after extensive consultations with peer organizations and hired experts, to dramatically simplify records schedules and change the architecture of shared storage to encourage staff to use purpose-built systems.

Lead planner for international engagement for the Coast Guard Commandant’s Foreign Policy Advisor. Achieved organizational and national security objectives by leveraging the Coast Guard’s maritime expertise to maximize the effectiveness of interactions with foreign countries. Managed a staff of nine international relations specialists providing support Coast Guard-wide for international travel planning, passports, risk assessments and placing staff at U.S. Embassies.Accomplishments:• Led headquarters-level support for multi-lateral maritime security fora in the North Pacific, North Atlantic, and Gulf of Guinea. Maintained close interaction with interagency peers in the Departments of State, Defense and Homeland Security to align fora topics and ensure a consistent foreign policy posture and message. Represented the Coast Guard Commandant at working level sessions with international partner maritime safety organizations to arrange exercises and set up working groups.• Devised and implemented processes for placement of Coast Guard personnel in foreign countries. Enhanced the Coast Guard’s understanding of State Department policy on paying overhead for assigned staff and including these costs in budgetary decisions and return on investment discussions. This process was used to successfully place the first Coast Guard liaison officer at the U.S. Embassy in Beijing, China.• Led an initiative to streamline the process and reduce the cost of obtaining official passports for Coast Guard personnel. Terminated an existing agreement with the Department of Transportation and negotiated directly with the Department of State’s Passport Office which saved $100K per year in direct expense, decreased the request-to-issuance time for passports by 50% and increased the flexibility of the process to deal with emergent international travel needs.

Overall responsibility for all aspects of planning, operations, safety, leadership and management for a seagoing vessel with a crew of 46 engaged in all aspects of the Coast Guard’s mission set including: aids-to-navigation, law enforcement, search and rescue, oil pollution response and military operationsAccomplishments:• Led the crew to an unprecedented level of operational and administrative excellence including two awards for operational readiness, designation as Cutter of the Year for the Pacific Area in 2003 and outstanding reports from administrative inspections.• Selected to lead the first Arabian Gulf wartime deployment for this class of ship. Successfully executed support missions in conjunction with an international fleet of ships. Designed and installed a new waterway marking system for Iraq’s only deep-water port in May 2003 enabling large-scale humanitarian relief supplies to be delivered by ship versus overland.
