Currently I hold two roles within AECOM's National Governments team. As Client Account Manager, I lead business development with Federal civilian agency clients for AECOM, with specific focus on the U.S Environmental Protection Agency and U.S. Department of Agriculture. I developed an emergency management/homeland security (EM/HS) practice for URS in the Bay Area. I was responsible for $15M in sales and developing a staff of 15 analysts, planners, and engineers and coordinating EM/HS business development. As a consequence of the success of this business, I received the URS Innovative Practice Award in 2005.I also managed EM/HS projects for Federal, state and local clients, including the Federal Emergency Management Agency (FEMA), California Emergency Management Agency, California Department of Water Resources, Bay Area Urban Areas Security Initiative (UASI), City/County of San Francisco, and other counties/cities. I led development of catastrophic earthquake response plans for FEMA and the Bay Area UASI; prepared a regional emergency coordination plan for the Bay Area; provided technical services in support of homeland security exercises; and prepared multi-hazard, multi-jurisdictional hazard mitigation plans for counties, tribes, other clients.As Deputy Project Director for the FEMA Technical Assistance Contract (TAC), I was part of a nationwide management team for over $2 billion in contracts and played a key role in 3 successful re-compete efforts over a 6-year period. I served as a senior technical/program advisor to FEMA during Hurricanes Katrina and Ike, Southern California Wildfires, and World Trade Center attack, as well as other disasters. I led task orders for Presidentially declared disasters in California, Arizona, Nevada, Hawaii/Pacific in response to earthquakes, floods, wildfires, typhoons.As Regional Office Coordinator/Task Order Manager for nationwide Hazard Mitigation Technical Assistance Program (HMTAP) contracts, I managed over 40 task orders in support of FEMA mitigation programs. Services provided engineering analyses, benefit-cost analyses, loss avoidance studies, hazard identification/risk assessment, floodplain mapping, environmental/ historic preservation compliance, hazard mitigation planning.

I held two roles simultaneously. As a Community Mitigation Programs Specialist, I provided assistance to California cities and counties that participated in the National Flood Insurance Program (NFIP), as well to other regional, state, and Federal agencies. I met with communities to provide program assistance, evaluate program compliance at the community level, and resolve problems associated with program violations. Responsibilities included the largest communities in California, including the cities of Los Angeles and Long Beach; and flood-prone counties in the Central Valley.As a Building Sciences Specialist. I coordinated building sciences and code compliance issues for the FEMA Region IX Mitigation Division. I conducted training sessions for local officials and other targeted groups, such as engineers and surveyors. For this program, I developed a training series regarding the application of NFIP requirements to construction of homes and the incorporation of flood-resistant techniques into home construction and delivered training to numerous audiences of local officials, architects, and home construction contractors.

As a project manager and specialist in disaster response, recovery, and mitigation, I helped Dewberry establish a stand-alone team focused on increasing revenue under nationwide task order-based contracts with the Federal Emergency Management Agency (FEMA) and pursuing new contracts with other clients for these services. As a task order manager under the FEMA Technical Assistance Contract (TAC), I led teams of technical and program specialists supporting FEMA with program management and field operations for the Public Assistance (PA) Program. I prepared and delivered training courses in PA Program operations and policy and technical subjects, including serving as an instructor at FEMA’s Emergency Management Institute; and I helped FEMA prepare policy and nationally published guidance documents such as the Public Assistance Guide. I also led task orders under the Hazard Mitigation Technical Assistance Program (HMTAP) contract, including providing on-site technical support for mitigation activities following flood disasters.

I was promoted to engineering section leader after 18 months of service on the Technical Evaluation Contract with the Federal Emergency Management Agency (FEMA). I led an engineering team consisting of five engineers and one draftsperson responsible for the creation and revision of Flood Insurance Studies (FISs) and Flood Insurance Rate Maps (FIRMs) for the National Flood Insurance Program in FEMA Regions I through VI. I was subsequently promoted to Appeals Section Leader and led a team consisting of three senior engineers in the review of technical appeals and protests of FISs and FIRMs. I also led the team's efforts to support FEMA with complex technical and policy issues pertaining to the mapping program, such as approval of numerical modeling systems for use in preparing FISs and FIRMs.

I began my professional career as an engineer on the Technical Evaluation Contract with the Federal Emergency Management Agency (FEMA). Under this contract, Dewberry prepared and revised Flood Insurance Studies (FISs) and Flood Insurance Rate Maps (FIRMs) for the National Flood Insurance Program in FEMA Regions I through VI. I reviewed and prepared hydrologic and hydraulic analyses using numerical modeling systems such as HEC-RAS; prepared data for incorporation into FISs and FIRMs; coordinated with community officials, their engineering consultants, and agencies such as the U.S. Army Corps of Engineers; prepared Letters of Map Change documenting revisions to FISs and FIRMs; and supported FEMA with program and policy activities, such as responding to inquiries from Congressional representatives.
