This role is to lead staff, supporting the delivery of a number of initiatives and sites across Stratford and the surrounding area. These initiatives include the delivery of affordable workspace/ interim uses, housing schemes and support for creative industries.I am required to understand development financing, stakeholder management, community engagement, physical and cultural place making and project delivery. To this end, I am a creative problem solver and commercially and politically astute with a track record of driving forward delivery and getting things done, whilst also working collaboratively with internal and external partners.

• Managing a large team of officers with multi-disciplinary skills in the field of the built environment• Briefing and reporting to senior officers and politicians on complex policy proposals and projects• Pioneering new approaches to infrastructure delivery, the review of processes and the identification of funding opportunities• Overseeing the collection and governance of planning gain funding• Developing Local Plan related documentation, such as the Infrastructure Delivery Plan • Programming large capital/ revenue budget on behalf of the Council

• Providing detailed planning policy guidance as that relates to growth areas and infrastructure (including preparation of infrastructure and policy evidence base).• Providing expert advice and process relating to S106 and Community Infrastructure Levy.• Managing the scoping, procurement, organisation and delivery of project/programme based activities, primarily within your supported services, contributing to service delivery and service improvement.• Managing and developing a range of complex projects including infrastructure, capital, service improvement and efficiency projects.• Managing staff members on project initiatives, tasks and the delivery of programmes within the team. • Analysing, developing and reporting upon data from a wide range of sources to support strategic decision making and strategy development. • Managing the production of detailed and high level briefings and reports to colleagues, senior managers and politicians.

• Providing a high quality, specialist project management expertise and technical advice relating to this complex regeneration programme, specifically with regard to inward investment, stakeholder engagement and fund-raising. • Undertaking a variety of project management activities relating to complex projects contained within the Whitechapel Delivery Plan.• Preparing and giving Members briefings on the approved portfolio of projects.• Leading on the identification of inward investment opportunities in Whitechapel.• Identifying opportunities to provide the resources required to deliver a large-scale regeneration programme in Whitechapel e.g. GLA funding rounds, European funding, etc. • Developing and submitting funding applications to relevant funding bodies to achieve the requirements of the agreed funding plan.• Developing a suite of strategy documents that will underpin the development and delivery of the Whitechapel Vision. This will include a Public Realm Strategy, Infrastructure Delivery Framework, Retail Strategy, Enterprising Whitechapel.• Implementing changes to improve the service. They may include setting up new procedures and standards to ensure continual effectiveness and efficiency in delivering a quality service including value for money initiatives.• Engaging with and advising Members on matters within the scope of the team’s work and assist in formulating Directorate policies and objectives in this area.• Assisting the Strategic Project Manager with the appraisal and development of staff to ensure that objectives are met in accordance with the Council’s Leadership and Management Framework and Core Values as appropriate and stated at the time.

• Developing delivery plans, strategies and reports related to planning• Providing advice and guidance on behalf of Strategic Planning through the pre-application process and in response to consultation• Writing and coordinating urban design notes, policy interpretation relating to plan delivery and bids for funding• Supporting planning officers in negotiating planning gain and other delivery outcomes within the Development Management process• Advising members of the public on planning issues and policy

• Ability to identify projects, compile and submit bids, PIDS and/or funding plans for regeneration projects• Commissioning consultants and managing the contract in delivering town centre initiatives and/or other regeneration projects.• Providing feedback reports from community meetings, to internal and external colleagues.• Achieving high quality and high level outputs through the practical application of project management techniques, such as time/priority management and working in a pressured environment.• A comprehensive understanding, familiarity and use of communication and consultation techniques, including engaging with colleagues, Council Members and local communities.• Presentation skills: presentation of items at public consultation events.• A comprehensive understanding and experience of partnership working with other organisations especially other governmental bodies and local authorities.

• Leading on the production of outputs associated with externally funded programmes, such as the LDA Sub-Regional Engagement Programme • Production of analytical reports on key issues for the Gateway such as town centre regeneration. • Co-ordinating economic development initiatives on behalf of TGLP including administration of TGLP’s Industry and Economy Task Group - the main forum for TGLP’s members to discuss Economic Development issues affecting the sub-region. Co-ordinating tracking and evaluation of economic development initiatives and monitor progress, working in conjunction with the Knowledge Platform team at TGLP.• Relationship management with key funders; TGLP partners including boroughs and Gateway to London; and government departments such as the LDA, CLG, Government Office for London, LSC, and other relevant bodies.
