Administrative Commissioners are judicial officers responsible and accountable for all Commissioner activities in a designated district. Manages the work of District Court Commissioners and the workload associated with all Commissioner offices within their assigned district. Establishes district guidelines and procedures for commissioners; investigates all complaints from employees, law enforcement, attorneys, judges and the public. Prepares various administrative and technical reports regarding commissioner activities in a district. Assesses problems/issues and either resolves independently or makes recommendations for solutions. Conducts quarterly commissioner meetings. Acts as a designated representative of the Administrative Judge to local and community government or criminal justice agencies. Serves as sitting commissioner as needed. Provides orientation, guidance, and training to new commissioners. Maintains and reviews commissioners’ weekly activity reports. Conducts federal hearings. Serves on various institutional and judicial committees.

Commissioners are independent judicial officers of the District Court, and have its authority. District Court Commissioners are involved in conducting initial appearance hearings, issuing charging documents, summonses and warrants, setting and accepting bonds or determining conditions of pre-trial release for arrested persons. Daily commissioner responsibilities are as follows:•Reviewing applications for statement of charges from all law enforcement agencies and private citizens and then determining whether probable cause exists to issue a charging document.•Reviewing various petitions for relief and determining probable cause for the issuance of interim peace and protective orders. Contacts duty judge for assistance in the issuance of emergency evaluations and search warrants.•Conducts initial appearance hearings for arrested or detained persons for the purpose of determining bail, incarceration, release, and pre-trial release conditions. On occasion, commissioners will also perform hearings for Federal offenses.•Responsible for accepting bail payments, issuing bail bonds and releases, and bail surrenders.•Conducts thorough criminal background checks via various federal, state, and local databases.•Advises arrested persons of their constitutional rights and the various procedures for criminal, civil, and family law.•Provides customer service to the public by taking inquiries and directing the public to the proper judicial or law enforcement agency.

Conducted pretrial interviews for arrested persons requesting to participate in pretrial program. Investigated and verified information received from program participants in an effort to determine likelihood of successful pretrial participation. Assessed public safety and flight risk levels. Recommended conditions for pretrial release of individuals accused of committing violations of law to judges determining pretrial status of accused individuals. Extensive use of Neo8 program. Providing support functions for Diversion Program.
