Disaster Recovery Consultant and Subject Matter Expert with twenty-five (25) years of professional subject matter and technical expertise in the areas of pandemic related federal funding, including American Rescue Plan and HUD CDBG-CV, HOME ARP, CDBG, CDBG-DR, CDBG-MIT and HMGP. Grants management, monitoring and compliance, and program/project management are his areas of expertise in the redevelopment, recovery, rebuilding and reconstruction of disaster impacted areas. Technical Assistance and Capacity Building for local municipalities and state governments, non profits and community-based organizations; the most recent revised Section 3 program, Davis-Bacon, Fair Housing, LEP and Monitoring and Compliance are areas of technical expertise and professional consulting experience. Christopher has worked in New York City and with the State of New York Governor's Office of Storm Recovery to assist in the $5.4 billion disaster recovery and rebuilding efforts from Super Storm Hurricane Sandy. Also, he worked with the City of New Orleans and State of Louisiana as part of the Hurricane Katrina Disaster Recovery Effort. Most recently, serving as a Subject Matter Expert and Grant Manager in the U.S. Virgin Islands hurricane Irma and Maria rebuilding and recovery effort as well with the Policy and Planning Team in North Carolina's Office of Recovery and Resiliency, based in Raleigh, NC as part of the hurricanes Matthew and Florence $800+ million recovery and rebuilding effort. Mr. Posey usually contracts with other MBE firms or other majority firms such as HGA, Hagerty Consulting, and the Local Initiatives Support Corporation to successfully implement the programs, rules and regulations of the HUD federal CDBG disaster recovery and other community building programs.
