US Army Veteran. Currently serving as the Chief of Police, Manor Township, Armstrong County. Retired Corporal Pa State PoliceCertified NHTSA/IACP Drug Recognition Expert Instructor. Pa State and Municipal Firearms Instructor. Experienced in all related forms of investigations, to include criminal and traffic violations. I bring 27 year’s of police officer training and work experience to the table. I am the Chief of Police of Manor Township Armstrong County and I supervise multiple members per shift, where I am responsible for critical split second decisions. Previously worked at one of the finest state police barracks in western PA as a patrol supervisor and drug recognition expert instructor. I am certified to teach municipal and state police firearms qualifications, to include less lethal (taser and chemical weapons). I also teach standardized field sobriety testing and A.R.I.D.E. (Advanced roadside impairment detection) to active police officers and recruits. I am current on all breath test devices, to include certification as a maintenance officer for the Intoxilyzer DMT data master and Intoxilyzer 9000. I also teach the IACP/NHTSA drug recognition expert program. I am a Certified Drug Recognition Expert with over 600 evaluations, holding at 99% accuracy. I have achieved expert witness status at both the Magisterial and Court of Common Pleas in Allegheny, Armstrong, Westmoreland and Butler counties with various court testimony. Winner of numerous PA DUI association “Top Gun” awards for DUI and Drug Recognition Expert work. I am only the second Police Officer in the State of Pennsylvania to be awarded the National IACP Karen Tarney-Bookstaff award for Drug Recognition work as awarded by the IACP in 2018. I bring strong leadership to the front and lead by example. All while doing a difficult job faithfully, with tact, skill, diplomacy and honor and integrity.
