Over a 30-year career as a quantitative biologist, Dr. Chris Wilcox has worked with NGOs, government and private enterprise to develop cost effective solutions to natural resource management problems. His research has included biodiversity offsets, population estimation, analysis of satellite tracking data, optimization of invasive species eradication, management of fisheries, reserve design and management, understanding the impacts of marine pollution, and control of illegal fishing. In 2005, Chris joined Australian’s national research institution, the Commonwealth Scientific and Industrial Research Organisation (CSIRO) as a senior research scientist. He served in a number of high level science and administrative leadership roles, including developing and managing large multi-institutional collaborations, overseeing internal funding and science direction, and serving as a central point of contact for large funders, such as the Department of Foreign Affairs and Trade. Throughout his time at CSIRO Chris led large interdisciplinary teams, including social scientists, statisticians, engineers, programmers, spatial analysts, and biologists, delivering new technologies and analytic solutions for CSIRO clients in government and industry. He was a substantial contributor to the institution's grant earnings, averaging $750,000 in grants per year over the course of his 17 year tenure, among the highest across CSIRO's more than 6,000 staff.Dr. Wilcox’s won the national Eureka award for environmental science, been a finalist for the Gates Foundation’s Best Ideas in Innovative Finance, and won the Ocean Innovation Award for his fisheries surveillance technology work. He has published over 170 in the scientific literature, with more than 27,228 total citations and an H index of 63.In 2022 Dr. Wilcox joined the Minderoo Foundation as the Director of the Fisheries and Conservation Program, a portfolio of science and on-ground actions focused on ending overfishing globally and reaching the target of 30% of the worlds marine estate protected by 2030. During his tenure he grew the program from $4 to $15 million annually, tackling integrated conservation and fisheries management projects across the Indo-Pacific, building a program to estimate fish stock status, governance quality, and fishing capacity for all countries globally, and tacking IUU fishing through reforming countries oversight of their vessels.Dr. Wilcox left the Minderoo Foundation in 2024, and is currently consulting for a wide range of clients in the fisheries and marine conservation space.

FounderWilco Analytics Mar 2024 - PresentHobart, Tasmania, AustraliaI lead a consultancy focused on technology and analytical tool development in the marine natural resources space. We are focused on reducing the footprint of human activities, such as fisheries and waste management, on marines systems. We work with partners to develop solutions integrating novel approaches to data collection and analysis, connection of results to management needs and policy contexts, and design and fundraising for programs of work. Our current projects include developing industry led solutions to reduce the environmental impact of fishing, using statistical models to improve risk identification and compliance action in fisheries and marine protected area management, DNA based approaches to monitoring and surveillance in fisheries, and building software, technologies, field programs and analytical tools to support baseline monitoring and intervention to reduce plastic pollution in the environment.

Director Sustainable Fisheries ProgramMinderoo Foundation Jul 2022 - Feb 2024I headed the Minderoo Foundation's work on marine conservation and fisheries. The foundation is a modern philathropy, which uses a mixed model of funding external organizations, commissioning specific work through consultants, and conducting work internally through our technical staff. I served in the executive group for the Oceans program, as one of 3 directors reporting to the executive. I was responsible for creating and supporting a high performing team working productively and efficiently across our three modes of impact. The foundation transitioned to a matrix structure, and as such I oversaw our internal engagement with other focal areas and enabling services. I led the strategic development of our work, targeted at improving the status of fisheries globally and achieving 30% protection of the world’s marine estate by 3030. I directed the program's internal research and intervention programs, which ranged from developing a global assessment of fishery status and management across 142 countries to major interventions to expand and improve marine protected areas across the Indo-Pacific.Minderoo is a values driven organization, and thus modelling those values and leading from them were key aspects of my role. I advanced Minderoo’s mission by role modelling collaboration, value alignment, best practice and an impact focus outcome orientation. -
Senior Principal Research ScientistCsiro Marine And Atmospheric Research Mar 2005 - Jul 2023Hobart, Tasmania, AustraliaI was in a science leadership role at CSIRO for 17 years. I led a range of major initiatives, including a large program tagging and tracking of marine animals, work on incentives and offsets in marine conservation, a program on dynamic spatial management of marine users, a major program on plastic pollution, and a large team working on understanding and ending illegal fishing. I served in a number of management and leadership roles, including overseeing major internal funding pools, developing and managing large inter-institutional programs, leading strategy development for major components of the institution's research and impact programs, and fundraising with major donors. -
