Appointed by the Board of Supervisors to represent HIV positive post incarcerated persons on the County’s Commission on AIDS and the HIV/AIDS Advisory Board for the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act.CARE Act Part A funds the most impacted urban jurisdictions in the county, called “Eligible Metropolitan Areas” (EMAs), and requires each EMA to establish a local “planning council” for the planning, allocation, coordination and delivery of HIV/AIDS services. Los Angeles County is the second largest EMA in the country, and the Commission serves as the planning council for the jurisdiction. As both a federally-mandated Part A planning council and County-established community advisory mechanism for the Board of Supervisors, the Commission on HIV has the following responsibilities:A majority of Commission work is first conducted at the Committee level, before finally approved by the full body. There are five standing Committees-Executive; Priorities and Planning (P&P); Operations; Standards of Care (SOC); and Joint Public Policy (JPP) - and subcommittees, task forces and various working groups. Treatment Advocates/Educators provide accurate evidence based and current information about HIV disease and its related infections and information on approved, experimental and complementary therapies used in the treatment. Treatment Advocates/Educators may also participate in community advisory boards (CAB), research advocacy for clinical trials, and patient advocacy. Treatment Advocates/Educators also provide cross training to staff and collaborate with healthcare professionals (physicians, dietitians, social workers, vocational rehabilitation counselors, etc.) and others (significant others, care givers, etc.) to address the client’s need for proper treatment information, and understanding of medications and lab reports. Often the roles and responsibilities of Treatment Advocates/Educators will overlap. II.
