I joined this ground-breaking multi-agency program to provide contract, procurement, and project management oversight amid a period of rapid growth and scaling. I managed $12M monthly contractual spending in anticipation of that nearly doubling, and grew the organization from 480 FTEs IT/PM staff to 700+ FTEs.

In the culminating role of my Maryland Department of Health tenure, I was promoted into a newly created role to provide leadership and oversight to all contracts (~400 contracts valued at $2B) within the Department with a focus on COVID-19 contracts and the contract management processes.• Enhanced contract management capacity by establishing processes to formally define the Contract Management discipline as separate from Procurement and Program management.• Negotiated contractual matters for any issues while managing ~50 COVID-specific contracts valued in excess of $500M from different federal funding streams as the primary interface with the Maryland Recovery Team.• Developed a new Data Use Policy and formed the Strategic Data Initiative Team to review data-related agreements and operationalize the Governor’s executive orders on data privacy and data use.• Launched a $150M grant-funded COVID-19 testing program that covered ~26 school districts within the State using 4 vendors.

Upon returning to non-COVID operations, I maintained direct management of a non-performing vendor with a $200M+, 5-year contract responsible for nearly $2B annual claims payments to behavioral health providers. During this time, I led a 10-person team comprising project management, program management, and provider communication management.• Worked closely with provider senior leadership, including CEOs, CFOs, and COOs to understand issues and devise appropriate solutions, yielding the successful recouping of ~$100M in overpayments resolved through system updates and improvements.• Designed a process / road map to track and monitor provider complaints and issues, used as a basis for discussion with legislature and the vendor; this roadmap now exists as a quarterly report required by legislature.• Testified in budget and legislative hearings on the progress of corrective actions and critical initiatives.• Directly hired my successor to further propel this initiative and begin the RFP process or directly build a claims system.

Prior to the end of legislative session, I transitioned in response to COVID-19 community spread and capacity needs, joining a 20-person taskforce to coordinate the State-wide effort. • Provided guidance in organizing objectives, staffing, and status update to leadership while leading multidisciplinary teams consisting of State staff, consultants, and community partners of all seniority levels through the Incident Command System as Operational Intel Section Chief.• Partnered with the Chief Operating Officer (COO) to open 6,000 additional hospital beds to prevent overcrowding, including 2,000 through alternate care sites located outside of hospitals using modular buildings. • Worked alongside other leaders to establish the Baltimore City Convention Center Field Hospital, the US’s longest continually operated COVID-19 field hospital with 250 inpatient beds, testing, vaccination, and monoclonal antibody services. Negotiated and executed 3-party (State, UMMS, and John Hopkins) Master Services Agreement, Medicare licensure, and Governance Committee for the Field Hospital.• Minimized State expenses used to fund these efforts by leveraging federal funds, including those provided via the CARES Act.

I was promoted into a role that expanded upon traditional government affairs to include audit response, compliance review, and executive approval of contracts, conforming to Department and State policies; I maintained continuity for medical health care providers.• Designed and collaborated to execute a $1B+ estimated payment process for Behavioral Health providers to reduce the impact to services amid a challenging vendor transition.• Addressed audit findings accounting for programs that covered $4B of the State budget and mitigated recurrence; e.g., designed processes to maintain oversight for certain approvals and contracts.• Developed and implemented the Secretary's Critical Incident Reporting system using existing software at no extra cost to the State.

In April 2020, I was tapped to serve as the Acting Chief of Staff for Behavioral Health Administration.• Structured and convened several critical stakeholder engagement workgroups, including Opioid Treatment Provider best practices and a redesign of the Public Behavioral Health System under the Secretary’s System of Care Workgroup.

I advanced rapidly to serve as the primary representative of the Department before the Maryland General Assembly and other external stakeholders, functioning as an extension of the Governor’s office.• Drafted and amended legislation, testimony, and fiscal estimates for the 800+ bills tracked by the Department in each legislative session (one-third of all bill volume within Maryland).• Secured legislative authorization for the State’s $500M Reinsurance Program.• Ensured that the Department’s $18B annual budget reflected Department and Administration priorities, and subsequently navigated the legislative process with less than 1% adjustments to the proposed budget.• Prevented $1B+ in additional mandates from Medicaid by meeting with legislators and conveying the potential impact to the Medicaid budget, noting that “small” changes in scope and scale can trigger an increase of hundreds of millions of dollars.
