Prior to the end of legislative session, I transitioned in response to COVID-19 community spread and capacity needs, joining a 20-person taskforce to coordinate the State-wide effort. • Provided guidance in organizing objectives, staffing, and status update to leadership while leading multidisciplinary teams consisting of State staff, consultants, and community partners of all seniority levels through the Incident Command System as Operational Intel Section Chief.• Partnered with the Chief Operating Officer (COO) to open 6,000 additional hospital beds to prevent overcrowding, including 2,000 through alternate care sites located outside of hospitals using modular buildings. • Worked alongside other leaders to establish the Baltimore City Convention Center Field Hospital, the US’s longest continually operated COVID-19 field hospital with 250 inpatient beds, testing, vaccination, and monoclonal antibody services. Negotiated and executed 3-party (State, UMMS, and John Hopkins) Master Services Agreement, Medicare licensure, and Governance Committee for the Field Hospital.• Minimized State expenses used to fund these efforts by leveraging federal funds, including those provided via the CARES Act.
