Monitor the progress of the program or project within the NERP to adhere to cost estimates,schedules, and performance requirements. Create acquisition documents (e.g. plans, policies andprocesses) to process within the Navy ERP. Create budgets to document funding plans accordingto Department of Defense (DoD) guidelines for contracts. Review Planning, Programming,Budgeting, and Execution (PPBE) documents to ensure fiscal accuracy for the allocation ofresources. Research appropriations regulations and policies to ensure program documentationcomply with Department of Defense (DoD) and/or Department of the Navy (DoN) guidance.Analyze program requirements to determine funding alternatives. Did cost analysis for a 1.5Mcontract. Allocate funding to various contracts and Navy installations for program support.

Serve as Comptroller's point of contact for coordination of financial information and data calls.Receive and interprets Comptroller policy and instructions and recommends plans or proceduresto comply with these policies and request. Provide advice and guidance to management officialsand project managers on all aspects of budget execution and financial management. Provideprocurement, contractual, workload and financial input data for assigned programs and is theprinciple liaison between Systems Command sponsors and the Division Director on financial andbusiness matters. Assure that adequate funding is received and allocated properly within thedivisions and participating divisions on-station, and to other field activities under the direction ofthe division. Managers funding through fund documents, funds/cost transfers and action memos.Distributes and sets-up customer order numbers and charge numbers associated with receivedfunding. Advises and assists Division/Branch Managers regarding deficits, financial planningand other funding related problems. Develop strategies to review, present, identify risks/issuesand trends, and solicit solutions to budget and financial reports supported by narrative andstatistical justifications. Brief senior leaders and management on planning and execution of thebudget and expenditures. Assure that problems with deficits, obligations and reservations areresolved quickly. Oversees correction of rejects (unallocated costs) and provides problem solving where necessary. Implement procedures to keep carryover funding within prescribed limits,accepting funding in the fiscal year of scheduled work, and selecting the best procurementprocedures to obligate funds promptly. Anticipate problems requiring need for requestingextensions of fund documents or work completion dates to avoid schedule delays. Participatedon interview panels and assisted with selections.

Trained new employees in the budget department on processes and procedures. Developed howto procedures manual for the Budget department. Gathered and inputted information for entirecommand to do Metrics to be presented to the Captain of the base. I was involved with researchingand resolving labor rates issues. Responsible for day-to-day control and management involvingthe formulation, execution, and/or analysis of the organization's budget and fundingrequirements. Served as the functional point of contact for day-to-day budget/financial issues.Performed budget formulation work involving review and preparation of budget estimates andfinancial plans. Performed budget execution and administration work involving the monitoringof obligations incurred and the actual expenditures of funds. Provided advice, assistance, andguidance on budgeting formulation, execution and related information and conducting analyses,reviews, and special studies of budget and/or related information. Used budgetary and otherautomated system(s) and computer-generated products in accomplishing budgeting/fundingassignments. Established and monitored Job order numbers. Responsible for gathering information on Business Transition Plans for all parts of the financial area and assigning different areas for coworkers to oversee and report information back to the group.
