Corporate level program manager for multiple contract teams supporting DoD operations, training, and Information Technology technical design and development. Various Teams provide Network and Data Center Engineering, Cyberspace Operations and Training, Senior Level IT design and Implementation and IT infrastructure installation.

Hand-picked over 15 senior officers to serve as operations officer and led the reorganization of the two largest divisions in Joint Staff J7. Hands on change management involving 900 military, civilian, and contract personnel resulted in initial operating capability in just 30 days with no degradation to mission support or accomplishment. Responsible for the management of daily operational and administrative activities of 18 senior level civilian and military personnel in 12 separate locations across the globe. Developed and maintained a budget tracking system which gathered and prioritized requirements ensuring the accuracy and efficiency of a 200,000 dollar budget effort. Developed and implemented unique administrative, travel, and operational tasking tracking tool that ensured all requirements were satisfied without error. This tool successfully enabled over 1000 individual staff activities and assignments to be tracked to completion in a 12-month period. These efforts consolidated the tasks assigned to 9 different Joint Staff divisions into a single cohesive tracking system that enabled flag level oversight, direction, and mission accomplishment.

Established a successful team of safety professionals by combining USS ENTERPRISE and Carrier Air-Wing ONE safety personnel into an integrated safety team, identifying and correcting over 3000 shipboard safety discrepancies. Safety department recognized through the award of 2010 and 2011 “Green S” safety excellence award by higher headquarters inspectors. Managed 14 Occupational Safety and Health Programs which, when inspected by Fleet Evaluators, was recognized as “The best CVN Safety Program ever seen!” Developed an Alcohol Focus Group and Right Spirit Campaign which reduced the number of DUI offenses for the ship’s crew of 3000 personnel by 50 percent in just 12 months.

Managed the Maritime Patrol and Reconnaissance fleet of 181 P-3C aircraft ensuring 19 squadrons were properly resourced to conduct forward deployed operations and at home training. Mitigated a 60 percent funding decrease in annual flight hour budget and a 48 percent inventory depot pipeline reducing aircraft inventory while developing a unique scheduling and tracking system that coordinated the efforts of seven aircraft depot level maintenance sites. These efforts addressed aging aircraft fatigue issues and delivered newly avionics configured aircraft back to the operators with a 30 percent reduction in modification timelines. Devised and implemented a unique operational scheduling plan to accommodate a drastic increase in depot level repair requirements for the entire P-3C fleet of tactical aircraft, reducing overall time of repair and adding an average of 21 months of aircraft service life, while saving overall costs in excess of 77 million dollars to the United States taxpayer. The Maritime and Reconnaissance Force Representative to the Naval Aviation Enterprise and expert on all integrated readiness matters supporting 17 Active and 2 Reserve squadrons. Flawlessly managed the data compilation, dissemination and analysis of readiness information, identifying and prioritizing barriers to readiness production.

Expertly led a maintenance department of a forward deployed P-3C squadron of 300 maintenance professionals supporting 12 aircraft and 16 tactical aircrews, which enabled the safe execution of 3000 deployed flight hours. Maintenance professionalism and leadership expertise recognized through the selection as the 2004 Donald M Neal Aircraft Maintenance department which recognizes the top department within all US Navy squadrons for its stellar maintenance practices, procedures, and results. Demonstrating logistical and managerial acumen, directed the deployment of nine P-3C aircraft within 48 hours and the successful execution of 65 humanitarian missions aiding the disaster victims of the 2005 Indonesian Tsunami.

Qualified as Fleet Officer of the Deck Underway for a nuclear aircraft carrier ensuring the safety, security, and operational success of a 5000 person crew with 80 combat tactical aircraft assigned. Selected as the 2001 Atlantic Fleet Shiphandler of the Year, ranked number one against all other officers of the deck underway on the East coast. Showing extraordinary competence and unparalleled expertise in shiphandling under stressful environmental conditions, during flight operations, underway replenishment and entering/exiting port evolutions. Safely and efficiently led the bridge watchstanding team through 300 complex at sea evolutions. Compiled and coordinated the training and readiness inputs from 17 departments to accurately reflect ship’s combat readiness statistics within tracking software.
