As a Law Enforcement Specialist (Instructor) with the Federal Protective Service, I serve as a technical expert involving law enforcement and physical security/protection related techniques and practices. I plan, develop, and implement curriculum from a broad range of educational programs that are non-standard and specific law enforcement related tactical strategies that are required to avoid danger to personnel or to eliminate damage or destruction to government facilities. As a Federal Protective Service Area Commander (Supervisory Law Enforcement Specialist), I supervised a geographically dispersed workforce ensuring overall work products based on operational and organizational goals. During this time, I assigned duties to employees to ensure investigative actions were conducted in a timely manner. Ensure the conformance to rules, regulations, and law by implementing the Interagency Security Committee (ISC) Standards for managing risk to federal facilities; Monitor Contract Security Officers (CSO) by conducting post visits and post inspections.Creating Post Orders for federal facilities; Coordinate with the Contracting Officer Representative (COR) and Protective Security Officer Program Manager (PSOPM) to ensure operational and contractual compliance of the program with the current FPS contract requirements and each Vendor’s Statement of Work (SOW); CSOs training Oversight (Overseeing access control operations, screening operations, incident response, reporting, initial and recurring certification and qualification, enhancement and management of the CSO training curriculum, and ensuring proper oversight and monitoring of training and qualifications). Utilize the DHS Modified Infrastructure Survey Tool (MIST) to conduct recurring Facility Security Assessments (FSA) to complete a detailed analytical report and formally present findings to high level officials at the multiple federal agencies; Assess and determine the Facility Security Level (FSL) in accordance with agency procedures and analyze the effect of Design Basis Threat (DBT) mitigation strategies. Develop formalized threat analysis reports for tenants and occupants; Present findings and recommendations, including baseline countermeasures to Facility Security Committee (FSC) members in order to mitigate risk; Conduct planning, design, implementation, testing, and verification and validation of technical countermeasures; conduct Functionality Testing and Measure of Effectiveness procedures for all FPS-responsible technical countermeasures (e.g., Magnetometers, X- ray, CCV, and IDS) by monitoring functional operations

• Investigations: I have conducted investigations on all levels of criminal cases ranging from traffic offenses to minor misdemeanor offenses to serious aggravated felonies including homicide, rape, arson, aggravated assaults, battery and sex offenses. Utilized and directed K-9 units in the search for narcotics and suspects that have fled from the scene. Assisted and supervised K-9 units in the apprehension of suspects. I have prepared and executed both state and federal high-risk search warrants and made arrests. I have detained and arrested suspects on felony and misdemeanor charges and warrants.• Preliminary Criminal Investigations: Performed preliminary criminal investigations on federal instillations at the requirement of the responsible victims and members of the public by preserving crime scenes as trained, conducting comprehensive review of all available evidence, collecting statements and assembling initial case packages for the Criminal Investigator. I conducted investigations by collecting information relating to criminal offenses and serve and execute search and arrest warrants, serve subpoenas and summonses and made arrests as needed.• Crime prevention awareness program: conducted neighborhood crime prevention programs or strategies targeting change in community infrastructure, culture or the physical environment in order to reduce crime. The diversity of approaches included neighborhood watch, community policing, urban or physical design and comprehensive or multi-disciplinary efforts. • Reporting: Completed reports to ensure that all individuals involved were informed and granted appropriate civil rights. I used electronic reporting systems to initiate, edit and produce comprehensive, accurate reports that occurred within my assigned area of responsibility.
