The principle Maritime Systems Adviser for the 7th Transportation Brigade Expeditionary comprised of two terminal battalions, and one movement control battalion with over 2,500 Soldiers and 34 Army watercraft systems valued in excess of $900 million and spread across 4 geographical combatant commands. Coordinated vessel operations for 34 watercraft valued over $900M in support of 4 separate geographic commands and various Department of Defense services; ensured the safe and timely delivery of equipment. Planned, developed and delivered training to reinforce marine laws, regulations, treaties, and international conventions to US Army, Navy, Marine Corps and other state and local agencies; guaranteed compliance with diverse rules. Oversaw all watercraft-related research, planning, coordinating, and providing marine-related technical assistance pertaining to force protection, modernization, system development and integration, training, unit manning and force structure, exercises, and contingency planning. Lead planner of Marine Operations for JLOTS 17 in Tacoma, WA comprising of 2 strategic lift vessels, and 10 joint watercraft discharging 300 containers, and 34 vehicles in a Defense Support to Civil Authority scenario.

Commander of the US Army’s Largest Ship – 274’ while deployed to Persian Gulf – February 2014 – November 2014 (USAV LSV-6) and Commander of (USAV LSV-2) while assigned to Schofield Barracks, HI June 2013 – March 2015. Led 31 crew-members in global operations aboard a 274’ ship; maintained responsibility for security, safety, maintenance, cargo operations, navigation, administration, training, and resource allocation. Maintained executive authority for highly-specialized military equipment valued over $24.3M; managed operational budget over $200K with zero discrepancies. Managed all deck and cargo operations including creating load plans, trim and stability worksheets, and supervised uploading and downloading of cargo; successfully completed operation Alaskan Express without incident and saving the Department of Defense over a million dollars. Developed and implemented standard operating procedure and safety protocol for the Common Remote Operated Weapon System (CROWS) the first to be installed on Army Watercraft. Collaborated with various sections to compile integrated guidance manual for the CROWS. Developed and implemented vessel defense SOP for operations in the Pacific and deployment to the Middle East.

Executive Officer/Chief Mate of the US Army 163rd Transportation Detachment, United States Army Vessel (USAV) Lieutenant General William B. Bunker, a 274 foot, 2394 GT ocean going lift on and lift off (LOLO) and roll on/roll off (RORO) Logistic Support Vessel; the largest of the US Army Vessels with a replacement value of $30 Million. Assume the duties of the commander in his absence. Responsible for general ships business and day to day operations to include: operations, vessel movements, training, force protection, safety, damage control, emergency response teams, and Marine Standard Examiner (MSE) responsible for the licensing of all Deck Warrant Officers and crew members. Served as Damage Control Officer, Safety Officer, Force Protection Officer, Sexual Harassment/Assault Response & Prevention (SHARP) Officer, & Education Officer.

First Mate aboard the US Army’s only active duty large tug USAV Major General Winfield Scott (LT-805) a worldwide self-deployable ocean going towing vessel with a replacement cost of $15 million. Directly responsible to the Vessel Master for all aspects of vessel operations and ships business to include: ship handling, Tow Master Duties, towing operations, deck equipment maintenance, vessel navigation, force protection, and emergency response drills. Ensured compliance with US Code of Federal Regulations, US Coast Guard, Army Regulations, SOLAS, MARPOL, and all applicable maritime laws. Responsible for the complete safety and training of the 24 man crew.

Provides leadership and guidance to all Warrant Officers and enlisted personnel assigned to the Maritime Operations sections. Coordinate all logistics support for arrival of equipment into foreign and host nation countries. This included husbandry services, Customs and Immigration, port security, secondary transportation from port to final destination and expense reporting for services. Planned, developed and provided training in enforcing marine laws, regulations, treaties, and international conventions to US Army, Navy, Marine Corps and other state and local agencies.

Served as the Second Mate aboard the US Army 411th Transportation Detachment, United States Army Vessel (USAV) SPC James A. Loux, a 274 foot, 2394 GT ocean going lift on and lift off (LOLO) and roll on/roll off (RORO) Logistic Support Vessel; the largest of the US Army Vessels with a replacement value of $30 Million. Primary duties are Navigation Officer and Communications Officer. Responsible for the safe navigation of the vessel utilizing state of the art navigation systems as well as celestial observations. Maintained navigational equipment with a cost of over $300,000. Responsible for determining all safe routes to all destinations, establishing and performing liaison duties with civilian and military authorities in a theater of war. Advised the commander on all aspect of navigation and intelligence information on ports of call. Additional duties: Operations Officer, Sea Pay Officer, Intelligence Officer, and Communication Security Officer.

Master of US. Army Vessel Bristoe Station (LCU 2006) a multi-use cargo vessel of 575 long tons (light) 1,087 long tons (loaded). In Command of all aspects of vessel operations to ensure self-sustainability in worldwide operations. Responsibilities include ship handling, navigation, dining facility management, firefighting, damage control, emergency medical treatment, on board weapon systems, cargo upload and discharge operations and management of subsidence and voyage funds. Oversees the conduct, safety and training of all crew members and passengers while underway, in port, Continental United States (CONUS) and Outside Continental United States (OCONUS). Responsible for knowledge of and compliance with USCG regulations, state and Federal codes, US Army Environmental regulations and all other aspects of maritime law.
