A permanent role responsible for providing senior planning and design management services in the Jacobs transport planning team, until the role had to be discontinued by way of redundancy. A key project delivered in this time was studying the future of Eyre Highway for DIT’s Strategic Freight Study. This project informed PWC’s business case development that aimed to identify potential improvements across this nearly 1,000km-long corridor – improvements that would address access constraints for High Productivity Vehicles, unlock other opportunities for the local economy, and improve road safety, level-of-service and community-related considerations in this regional area of South Australia.

Notable examples include the $250m Princes Highway program, $87.5m Sturt Highway program and $55m Horrocks Highway program. Additional projects associated with these that I perform the Planning Lead function for include the $250m Hahndorf Township Strategic Traffic Planning Study and $202m Truro Bypass project. Part of my role also included managing two direct reports, and periods acting for my manager, the Unit Manager Planning.

A contract project-management role responsible for the delivery of civil infrastructure projects. Particular projects included the organisation’s $5.3m annual renewal programs for its road, footpath and kerb+gutter assets and its $2m Events Infrastructure Upgrade project to transform provision of utilities in Rundle and Rymill Parks.

A permanent project-management role responsible for the planning and delivery of civil infrastructure projects.Achievements: • Managed the design, community engagement, council approval and grant-application processes for three Coast Park trail projects in preparation for managing their delivery. These $7m/2.5km, $2m/3km and $1m/1km projects were in very challenging sections of the coastal suburbs Port Noarlunga, Aldinga Beach and O’Sullivans Beach• Managed the design, value-engineering and construction of final $0.6m stage of streetscape upgrades for Main Road McLaren Vale• Led concept design for a streetscape upgrade in Seaford District Centre, in preparation for managing its delivery

Presented several topics on a team and directorate level

A contract transport-planning role responsible for traffic management solutions and strategic communications to ameliorate adverse conditions expected from the many major projects in the City of Adelaide during 2013.• Developed and oversaw implementation of a rapid, low-cost and integrated traffic capacity-improvement strategy for key road corridors with infrastructure, regulation and signaling components at up to a dozen locations • Frontline community engagement to involve stakeholders in the design process and resolve complaints; liaised with external relations staff to develop a communication strategy with composition of regular website updates

A permanent feasibility-study role responsible for assisting in the planning of civil infrastructure project works for the second and third stages of a proposed expansion of Olympic Dam mine for the duration of the project.• Coordinated the General Arrangement Masterplan by taking a long-term and integrated view to the layout of proposed site surface infrastructure to eliminate or manage interface issues between expansion stages • Assisted my Superintendent to manage and review a $4m consultancy to estimate infrastructure costs. My liaison between the consultancy, others in the study teams and earlier investigations helped ensure successful identification, dissemination and integration of correct data• Updated and consolidated a proposed workforce profile by leading teams to review, negotiate and rationalise earlier resourcing estimates. Consensus was reached on-time and within the target level-of-accuracy • Concept-planned site layout and surface infrastructure for an alternative materials-handling system. This produced indicative land-reservation requirements for this new methodology

Chair of the South Australian Chapter of the Railway Technical Society of Australasia (RTSA). This non-profit organisation is a joint Technical Society of Engineers Australia and IPENZ New Zealand. It promotes the co-operation of academic, industrial, commercial and governmental organizations in relation to the practice and advancement of railway technology and management in Australasia.Building on earlier involvements in the committee including as its Secretary, my role as Chair entailed organising a volunteer committee, leading their meetings, hosting general meetings with guest speakers and writing editorials in a published newsletter, all on a monthly basis. During my tenure the SA Chapter continued to be one of the most active in Australia, with a consistent turnout to technical meetings and a growing membership.

A transport-planning and policy-development role involved with South Australia’s suburban passenger, regional freight and interstate mainline rail transport. This required internal consultation; the initiation, scoping, tendering, evaluating and overseeing of multiple consultancies; and presentation of concepts up to CEO level and externally.Key achievements:• Part of a small team that developed the scope, cost-estimate and economics of the landmark $2.6b ‘Rail Revitalisation’ program to concrete-resleeper, electrify and expand Adelaide’s passenger railway.• Responsibility to define and integrate scope of this program using a Master Future Track Schematic and Project Definition Reports • Drafted specifications for Adelaide’s fleet of 66 new electric railcars and assisted in the associated tender evaluation• Developed concepts for corridor extensions, transit-oriented developments, grade-separations and a city subway using external resources, then considered staging and benefit-cost analysis for each proposal. This included an acting position within the South Road Planning Team helping to investigate options to transform future stages of Adelaide’s main north-south arterial road corridor into a free-flowing route• Analysed the future public transport network to enable patronage optimisation and integration with the 30-Year Plan for Greater Adelaide. This required developing multiple public transport routes, resourcing and timetabling options, then liaising with modelling specialists to simulate patronage for each operating scenario• Investigated technical feasibility of tramtrain light-rail vehicles for the Adelaide network, including site visits with Deutschebahn• Successfully promoted project concepts to the department executive and staff from Infrastructure Australia, the Federal Government and local Council officers. Notable concepts that have attracted funding is the $358m project to grade-separate the Goodwood and Torrens Rail Junctions

Responsible for the Bridge Inspection and Maintenance Program, together with the planning, budgeting and delivery of various track and civil infrastructure projects, using both internal resources and outside providers.Key achievements: • Successful project management and delivery of:- concrete resleepering and ballast renewal within the live Adelaide Rail Yard with contract resources- aluminothermic-welding and stressing of the dual-gauge part of the Outer Harbor Line- stabilisation of key railway cuttings on the shared rail corridor for the metropolitan and interstate lines.
