Provided necessary support to the ATCSCC Contingency Operations Group Manager.

Provided Subject Matter Expertise (SME) in NAS operations related to Traffic Flow Management (TFM). Primary focus was on improved post event analysis through Human Language Technologies with the possibility of advanced planning.

Managed the complete life cycle of a National Air Traffic Flow Management contract at the FAA’s National Command Center. Responsibilities include budget, cost control, overall governance, staffing and reporting. Technical accomplishments: As a Systems Operations Analyst, provided on-site analytical and statistical support to the System Operations Services, ATCSCC. Evaluated opportunities for system improvements during every phase of flight and utilized Traffic Management analysis tools to identify available airspace utilization. Utilized Automation and Decision Support Tools like FSM, ERAM, ARTS/STARS, TFMS. TBFM, TFDM and SWIM for everyday decision making and reporting.

Provided Project Management support and Task Lead for both UAS Safety and UAS Integration for Public and Civil/Section 333, COA processing. Completed Safety Risk Management Document (SRMD) support for FAA AJV-115, UAS Integration and Emerging Technologies Team. Applied practical Safety Management System (SMS) principals toward safety studies and completion of the Safety Risk Management (SRM) process for UAS operations in the NAS. Provided technical, analytical, planning and evaluation support towards identifying hazards and risks introduced into the air traffic system by UAS. Provided Project Management, PM support to program managers, safety engineers and support personnel in the conduct of SMS activities.

Participated as a member of an Analytical Support Unit (ASU) that provided direct support to the ATCSCC operations management staff. Utilized PDARS, Traffic Flow Management Systems (TFMS), TBFM, National Traffic Management Log (NTML), Collaborative Trajectory Options Program (CTOP), Flight Schedule Monitor (FSM), and numerous additional system tools to analyze Traffic Management decisions, then evaluated the results with past performance on historically similar days. Developed recommendations and statistical data in support of operational planning. Provided direct support for the National Traffic Management Supervisor (NTMS), position during national telecons and provided direct tactical support to the National Operations Manager (NOM). Gathered daily operational data and compared planned objectives to actual operational outcomes. ASU responsibilities created operational tracking and statistical data that were used to benefit the facility and enhance the efficiency of future Traffic Management decisions at the national level.

Provided computer programming support and analysis of a Technology Portfolio Assessment and Decision Support (TPADS) spreadsheet tool. This tool/spreadsheet was designed to explore and document the feasibility, benefits, and technical risk of vehicle concepts and enabling technologies that will reduce the impact of aviation on the environment. Tasking projects were in direct support of NASA's Environmentally Responsible Aviation (ERA) Project, which invests in technologies with the potential to neutralize or reduce negative environmental impacts. Tested and supported Portfolio Impact Assessments which analyzed the environmental impacts of various strategies such as technology data, future scenarios and NAS-wide modeling.

Provided support for the FAA’s Air Traffic System Command Center’s Domestic Procedures office as well as the International, Quality Assurance and Training offices. SME for Operational Contingency Planning, Position – Navigation - Timing (PNT) Satellite Integration into the NAS, Commercial Space, Procedures Development for NEXTGEN, and Business Continuity Planning. Facilitated panel discussions concerning the integration and operation of tools like ERAM, TBFM, RAPT, SWIM, UAS and Space Flight. Performed research and compilation of reports detailing specific procedures to be followed pertaining to National Airspace System/NAS equipment, technologies and tools. Provided review, analysis and development of procedures for the use of new traffic flow management system (TFMS) software capabilities. Coordinated, managed and analyzed special events to determine the impact on the NAS. Designed scripts and created a data retrieval program that included an extensive resource database for Contingency Operations. Responsible for the collection of historical data and TFMS integration to determine the basis of Air Traffic system constraints. Maintained familiarization with facility equipment, tools and systems (NTML /FCA / OIS / HARP / CEDAR, RNP / PDARs). Designed and created a computerized Diversion Recovery page for use during situations where aircraft are diverted and safety could be compromised without proper procedures.

Coordinated and facilitated applications for UAS flight into the various classifications of airspace throughout the NAS. Responsible for ensuring 14 CFR Part 91 and Part 107 authorizations and waivers were processed in a timely manner. Utilized decisions from Safety Risk Management panels, evaluate each request to ensure compliance with all CFRs and applicable FAA directives. Maintained a constant interface with ATC operational personnel, system contractors, various FAA and military authorities and international organizations. Provided recommendations and feedback to agency directors and system-wide stakeholders to address risks, issues, and opportunities which impact the successful integration of UAS into the NAS. Utilized comprehensive ATC knowledge, skills, and abilities to manage and coordinate UAS applications for COA or waivers to operate in the NAS. Additionally, collaboratively engaged public and civil operators and industry stakeholders to educate and assist with the complete integration of UAS into the system.

Responsibilities were direct support for the Office of NAS Lifecycle Integration, Implementation Harmonization Division. Provided direct ATC Subject Matter Expert, operational perspective and support for systems engineers and analysts tasked with integrating future Next Generation Air Transportation System (NextGen) systems. Responsible for assisting in the advancement of an effective and efficient end-to-end interoperable air/ground systems capable environment as the FAA continues the transition to NextGen. Part of a team facilitating communication and agreement among NAS stakeholders by developing policy, guidance, training, and research in systems-of-systems integration, consistent with the FAA system engineering philosophy. Assessed Air-Ground integration activities and correlated dynamic and complex interactions involving ground and airborne equipment and procedures utilizing human-in-the-loop strategies. Additionally, communicated strategy and goals to internal and external stakeholders to enlist support and ensure implementation harmonization.

Responsible for the safe and efficient Air Traffic Control and Traffic Flow Management procedures in a large combined TRACON. Provided frontline management/supervision to a staff of 12 Traffic Management Coordinators (TMCs). Responsible for familiarization, utilization and integration of numerous ATC systems including: Traffic Flow Management System (TFMS), Traffic Situation Display (TSD), Enhanced Status Information System (ESIS), Information Display System (IDS5), Airport Resource Management Tool (ARMT), Remote ARTS Color Display (RACD), Rapid Deployment Voice Switching (RDVS), Corridor Integrated Weather System (CIWS), Integrated Terminal Weather System (ITWS), Operational Information System (OIS), NTML, Traffic Analysis and Review Program (TARP), High Altitude Research Program (HARP), PDARS, and Airport Surface Detection Equipment (ASDE-X). Maintained operational certification and currency in the Shenandoah area covering Washington’s Dulles International Airport (IAD) and its immediate surrounding airports.

Continuously monitored, managed and regulated Air Traffic Management flows throughout the entire NAS on a national level. Evaluation and analysis of NAS-wide requests and traffic management initiatives on a daily basis for validity and impact to industry and facilities. Actions and efforts were recognized for significant contributions during the historic September 11, 2001 attacks.

Responsible for the supervision and guidance of the East Area airspace and 19 ATC Specialists while performing duties as an Operational Supervisor. Monitored and directed the movement of air traffic in more than 2.1 million square miles of airspace, managing and controlling abutting airspace issues with the North American Military Command Center, Japan, Russian and Canadian ATC facilities. Certified and proficient in Non-Radar, Radar, Oceanic, Reduced Vertical Separation Minimum (RVSM), Required Navigation Performance (RNP), Automatic Dependent Surveillance-Broadcast (ADS-B) systems and technologies. Provided training, coaching and professional guidance to ATC specialists and consistently maintained operational currency in the facility. Served as the area Supervisor Committee chair. Developed facility policies and requirements as a Plans and Procedures Specialist. Additionally, was instrumental in the OT&E process for the facility’s conversion to Display System Replacement (DSR) and Voice Switching and Control System (VSCS).

Certified as a Ground Controlled Approach (GCA), Air Traffic Controller and ATC Control Tower Operator certificate. Managed Air Traffic Control at a high density, combined military and civilian training base. Worked directly with the FAA’s Air Traffic Control TRACON in Atlanta, Georgia, coordinating airspace use and control instructions. Continually maintained dual certification in both the Ground Controlled Approach and Air Traffic Control Tower. Selected as the primary instructor/evaluator for all new Air Traffic Control graduates arriving at the facility for training and certification.
