With a shared focus on automating and visualizing data for metric-based analysis to facilitate executive decisions. Driving positive change through cultural transformation and collaborative corporate change management. The primary objective is improving efficiency and performance for US Navy shipyards. With a concentration on making all four public shipyard teams and workforce successful, enhancing corporate business practices, and improving the production cost and schedule performance. This initiative aims to better planning and change management in addition to working closely with NAVSEA, SMPG, NAVSUP, DLA, Local Supply Officers and departments to oversee resource management.

I wore many 'hats' in this position. My favorite role was bridging the gap between production, program management, and engineering during the rapid expansion at GTS. Strategically navigating our growth while developing internal and external resources to accomplish our goals. I led a multitude of endeavors including test lab development, strategic human capital investments like long term staff planning, production readiness planning, developing engineering documentation, program reviews, proposals, developing program artifacts, aligning organizational and departmental goals, business development, and ethically laying the foundation for the future success of the company to include the award of multiple federal contracts totaling nearly 9 billion in federal contract vehicles. My primary contract as Project Manager was the Network, Processing, and Storage contract from IWS1 with a base year award of nearly $800 million prior to mods, additional quantity increase, or the award of various engineering services contracts. I was vital to the successful transition of our programs to and enabling full production rate manufacturing at our new 536,000+ square foot facility in Virginia Beach, VA.

This position was an invaluable opportunity to learn and grow.• Led concentrated Business development efforts to increase production consistency and consolidate backlog within the enterprise through partnership and teaming efforts• Led capacity planning initiatives annually to align material management and personnel on 14 product lines leading to increased throughput and an estimated 25% efficiency• Oversaw production planning for 14 product lines including material and budget forecasting• Expanded production capabilities through the identification of skills and tooling gaps followed by active leadership to fill the requirements• Pivotal in establishing internal training programs to improve technical knowledge skills and abilities• Directed daily operations of the test department, including test engineering, technical supervision of technicians, and department development including individuals on loan from other sites• Managed staff including identifying open positions, developing job descriptions, interviewing, hiring, evaluating, and training• Ensured compliance with OSHA and NFPA 70E• Impacted site growth from roughly 30 people to over 105, earning multiple raises and promotions in recognition of drive and success• Oversaw Test department and capital assets valued over $3m• Directly contributed to the successful transition of 10+ programs from other facilities • Functioned as Control Account Manager for department contract review, bids, EACs, requirement definitions, and readiness reviews• Defined and published process updates or established new processes to produce repeatable common activities that increase efficiency and streamline overall operations• Utilized both LEAN and Kaizen methods for process improvement. During this time living abroad, I held various jobs based on the limited availability at Naval Air Facility Atsugi base. Positions included those as both a Contractor and Federal worker. Roles offered growth as an Engineer, Technician, and further developed my KSAs in Customer Service, Logistics, Material Management, Administration, and Leadership.

• Certified LEAN Green belt and incorporated associated principles and 5S practices into daily operations for Depot repairs and product testing lines.• Enhanced workflow, efficiency, and time in the shop on four distinct product lines. Nearly eliminated wait time and reduced a backlog of two to four years to under a two month turn around for fleet overhauled parts.• Operated as Efficiency Manager and led two teams on product line process refinement to decrease waste and amplify quality.• Troubleshot, redesigned, and implemented a circuit card design change to the ASW Valve Positioner electronics, saved an average of $30K annually, received a cash bonus through the I.D.E.A. program.• Served as Qualified Test Director, tested faulty equipment to diagnose malfunctions, using test equipment and software, and applying knowledge of the functional operation of electronic units and systems.
