Manage NEEA's Northwest End Use Load Research Project, consisting of the Home Energy Metering Study (HEMS) and the Commercial Energy Metering Study (CEMS). The 5-year project is conducting primary end use load research, needed for energy efficiency, demand response, distributed generation, transmission and distribution planning, and integrated resource planning. Facilitate the Project's Working Group of ten Northwest electric utilities, the Energy Trust of Oregon, the Bonneville Power Administration, and the National Renewable Energy Laboratory. Advise on the development, management, and implementation of NEEA policies related to modeling, forecasting, and reporting of energy savings, cost-effectiveness, and value metrics.

Manage long-term power and energy efficiency resource planning, load forecasting, hydro operations planning for four fisheries, flood control, reservoir refill, and maintenance outages; and regulatory reporting to federal, regional, and state agencies.

Led a team of analysts providing forecasts, analysis and commentary on gas and power markets in the Western United States. Clients included electric utilities, natural gas utilities, independent power developers, and federal and state government agencies.

Provided analysis and commentary on electric transmission policy, economics, and business strategy to 43 companies and government agencies in the United States and Canada. (Founding Director of this service).

Managed development of the strategic plan for PacifiCorp, facilitated strategic planning activities of corporate officers, managed corporate business planning, prepared presentations for the Board of Directors, managed performance measurement, conducted business analyses. Acting Director of Corporate Strategic Planning 1997-2000, during international business development efforts and a merger with Scottish Power.
