Advocated and defended annual budget of $20B+ to Senior leaders in Congress, Executive Branch and Defense Department liaison between major commands, and logistics headquarters.• Spearheaded realignment of seven Precision Measurement Equipment Lab facilities resulting in $45M in direct labor cost reduction. Leveraged template to strategically reduce excess repair capabilities across the Air Force logistics community. • Led executive level sortie generation summit; developed and applied analytical tools to correlate manpower and sortie generation capability. Developed plans to address growing disconnect between operational requirement and authorized capacity.• Chaired Air Force Maintenance Executive Board; led senior USAF maintenance leaders in development and execution of transformational logistics policies and procedures.

Directed staff of 17 professionals supporting logistics plans, and Financial Improvement Audit Readiness team. Delivered logistics plans and policy to effectively produce deployment planning and execution, directly supporting 690K Airmen.• Led Air Force DoD Comprehensive Materiel Response Plan; enhanced supply chain management processes; consolidated overall footprint of war readiness materials, saving $15B across the DoD.• Revamped sustainment of 300 legacy IT platforms; cut unnecessary spending; directed $30M to under-funded programs.• Led Financial Inspection Audit Readiness team; completed execution and compliance review for seven major asset categories; accounted for $1B.

Commanded Air Mobility Command’s largest maintenance group with over 2200 members and six squadrons and executed an annual budget in excess of $117M. Directed organizational and field-level maintenance for 18 C-5, 13 C-17, and 27 KC-10 assigned aircraft, all transient aircraft, and 660 aerospace ground equipment.• Drove compliance; earned 3 “outstanding” ratings in annual headquarters level compliance inspections; ranked #1 of 10 maintenance commanders in Air Mobility Command. • Sage leader; honed maintenance, newly aligned Aerial Port Squadron and flight operations to generate 7.2K missions which moved over 40.7 tons of cargo. Aerial Port operations recognized as #1 port in AF• Led charge for Air Force mobility commander’s C-5 surge. Directed maintenance and port effort to launch 12 C-5, 100% mission success to stress vital heavy airlift capacity.

Served as senior representative to Joint Staff for logistics policy, plans and operational issues. Provided pivotal joint logistics interface with the Joint Capabilities Integration and Development System (JCIDS). Ensured complex joint logistics issues and solutions were vetted through the relevant executive boards. Planned Congressional and staff delegation visits, oversaw command relationships with Congress.• Established the Washington DC Legislative Affairs office. Created an intangible command presence with combatant commanders, Legislative Affairs, Joint Staff, OSD and Capitol Hill.• Lead planner for eight highly visible Congressional visits. Detailed planning and prepping of Commander led to HASC/SASC support of USTRANSCOM’s Northern Distribution Network.• Led Vice Chairman, Joint Chief of Staff vision for Logistics Joint Capability Board initiative by guiding 11 critical joint programs through JCIDS process.

Led a team of 10 to plan coordinate and direct all air and surface movement supporting all European, African and Southern command requirements. Served as the Command focal point providing timely coordinated actions regarding strategic solutions for transportation requirements.• Led joint planning team to mitigate loss of Incirlik Turkey hub. Developed split operations shifting tanker basing with zero impact to Operation Iraqi Freedom.• Planned execution of POTUS NATO visit by de-conflicting Operation Enduring Freedom and Operation Iraqi Freedom transportation requirements and delivered 1200 short tons for five country visits.• Spearheaded Georgia humanitarian assistance relief efforts, validated requirements to deliver 350K of daily rations and 150 tons of cargo in support of 100K displaced personnel.

The Air Staff lead for centralized intermediate repair facility and repair enterprise 21 initiatives.• Driving force behind most significant change to Air Force Maintenance. Led efforts to consolidate 75 maintenance work centers down to 22; savings estimated at $100M annually.• Led Presidential Budget Decision manpower cut initiative to reduce maintenance by 6500 airmen. Spearheaded efforts to synthesize 80 logistics ideas into 37 process solutions to maintain readiness.• Authored engine enterprise concept of operation. Led efforts of 50 logisticians from 7 MAJCOMs to develop new enterprise management procedures.
