• Provide strategic, policy, risk management and commercial advice on a range of issues relating to infrastructure projects to executives, agencies and departments and ministers• Provide high quality advice to government on capital investment proposals through the annual budget cycle• Provide technical guidance and commercial advice to departments and agencies on infrastructure projects to ensure the consistent use of best practice policy and processes• Consult and liaise with key stakeholders in both the public and private sectors, including negotiating with stakeholders that have competing interests, to ensure policy making is informed and project advice is appropriate and relevant• Undertake research and analysis to identify best practice investment, public construction and infrastructure policies and improvements, that could be made to existing policies and processes• Build and maintain effective relationships with internal and external stakeholders.

• Develop and project manage the annual savings process and financial sustainability framework for implementation for whole of department• Maintain and provide advice on savings initiatives and budget pressures, including rating assessment on realisation, delivery and policy risks• Model costings and perform scenario analysis on whole of government policies/initiatives and provide advice of implications for the department• Lead, motivate and manage team members as well as provide mentorship as part of performance and upskilling development• Build and maintain effective relationships with internal and external stakeholders.

• Provide authoritative advice to business case writers, following review and analysis of business cases, to ensure optimal options in regards to delivery and value for money are presented for government consideration• Provide strategic expert advice and analysis in the development of the department’s budget, legislative program and other policies and programs• Support key processes such as the annual budget setting process and Public Accounts and Estimates• Advise on complex budget development and financial management issues and the allocation of the department’s financial resources• Motivate and mentor team members as part of performance and upskilling development• Build and maintain effective relationships with internal and external stakeholders.

Budget Strategy works collaboratively across the department and public sector agencies to provide innovative advice to senior management and government to ensure the Victorian Government remains at the forefront of public sector financial management.• Financial ReportingFinancial Reporting is responsible for delivering sound financial advice to stakeholders and robust, transparent whole of Government financial publications to positively influence the management of the State’s financial resources.
