Provided engagement and IT solutions for NAVWAR Chief Engineers Office in support of the DoD Mission Partner Environment in collaboration with NATO and Partnership for Peace (PfP) global partners.

As the Navy Echelon II Communications and Networks DCIO/CTO, my actions influenced current and future technological strategies, operational requirements and business policies for C5I afloat and ashore communication and network systems in support of the European and African Naval theaters of operations. Operating theaters encompassed 105 countries covering more than 20 million square nautical miles of ocean.

Supported the Associate Director, Office of Administration, Technology Services Division’s functions in support of Major IT systems business operations. Provided program, project, business, financial and acquisition guidance in achieving Department and Bureau level strategic and operational milestone management for TIMS contribution in supporting the enterprise level Outer Continental Shelf (OCS) regulatory and statutory efforts.

Provided PMO Chief of Staff functions in support of day-to-day ACAT I MAIS business operations for a 180-personnel IT program office. Provided program, business, financial and acquisition guidance in achieving OSD level strategic and operational milestone management for DAIs contribution in supporting the Global Exchange Network of information.

Project Manager/Sr. Acquisition Logistician and Support lead in formulating Integrated Logistics and Life Cycle Supportability program plans for an ACAT I Major Defense Acquisition Program (MDAP) developing Integrated Master Plans and Integrated Master Schedules. Program Lead for Manpower, Personnel and Training team efforts identifying crew size, support services manning, curriculum, and training/trainers to support submarine class requirements.

Lead in guiding a diverse team formulating program planning and operating procedures. Managed and conducted the development of trade studies, life cycle cost estimates and evaluated feasibility, value and risk of proposed business approaches. Oversaw and generated program plans and budgets for a projected 300 million dollar project.

Lead an integrated cross-functional engineering, management and product team for an ACAT I MDAP. Maintained schedule and technical performance oversight for a development program of high technical complexity and dollar value. Supported an overall operational perspective of acquisition and sustainment logistics with a focus on the Acquisition Life Cycle Management policy development and implementation for over 200 top-level pieces of equipment development, testing and fielding valued at over 20 billion dollars.

Analyzed inventory/stock-control, quality, distribution, safety, and usage trends while supporting a team responsible for 28 billion dollars in strategic assets. Directed the oversight of satellite liaison personnel located in the Eastern and Western United States. Global Navy and Marine Corps Accountability and Management Process inspector for operations, storage and training.

Directed staffing assignments, prepared logistical / operational forecasts, and conducted budget reviews and process analyses for both fixed and rotary wing aircraft. Built and supervised highly diversified cross-functional technical and administrative teams while managing up to 150 personnel across seven technical departments: Quality Assurance, Avionics, Airframes, Power Plants, Armament and Aircraft Phase.

Sr. Technical Writer (1992 to 1994) Developed and maintained technical documentation, to include: system and sub-system troubleshooting, overhaul and repair manuals, product user instructions, interface control documents, product specifications, and technical manuals that accurately document and track both commercial and military information for aircraft flight control and utility systems. Test and Assembly Technician (1986 to 1992) Supported hydraulic, fuel, flight control, engine, and fluid conveyance systems and components, and related electronic equipment for the world’s aircraft ranging from large commercial transports such as the Airbus A340-500/600, A380, McDonnell-Douglass DC-10, MD-11 to Boeing 737, 747, 757, 767, 777, to regional aircraft like the Embraer ERJ-145, 170/190 and Bombardier Q400. Military and NASA aircraft such as, Space Shuttle, F-18, F-4, SR-71, AV-8, AH-64 and T-45. Utilized precision gauging equipment, micrometers, dial indicators, surface plate, microscopes. Prepare test reports based on specification requirements. Demonstrated a working knowledge of materials & processes specifications.
