Director of Three (3) Divisions – Director of three (3) major divisions in the county, including: Solid Waste Division, Water Resources Division (includes management of Flood Control Zone District, Stormwater Utility and Groundwater Quality), and Utilities Division (33 Water and Wastewater Systems). Direct a staff of 60 plus employees and oversees an annual budget of $20+ million; including: managing, administering, and executing the business affairs. Provides intergovernmental and interdepartmental coordination, and develops fiscal, legislative and other policy strategies.County Flood Official – Oversee floodplain resources and flood management.

Division Supervisor – Immediate supervisor for team of 8 – 11 members, which include professional civil engineers, engineers-in-training (EITs), natural resource specialists, program coordinators, program analysts, and office specialists. Sample division projects include: Levee design and relocation, River channel design, Community Resource System (CRS) implementation, river modeling, stormwater system design, stormwater modeling.Yakima County Regional Stormwater Management Program – Development and Management of County Stormwater Program including: public education, public involvement, illicit discharge detection and elimination, construction and post-construction, and TMDL.Yakima County Regional Stormwater Working Group – Lead of community stormwater group which included four jurisdiction (County and three cities).Eastern Washington Stormwater Group – Member of collaborative group of Eastern Washington municipal stormwater permittees which includes 18 cities and 6 counties. Sole representative for Eastern Washington Counties at Water Quality Financial Assistance Council.

Stormwater Retrofit and Elimination Design including:Yakima County Outfall Retrofit and Elimination Project (ongoing) – Project Management of $1,000,000 grant through State of Washington Department of Ecology to retrofit or eliminate nearly 40 stormwater outfalls dumping directly to streams and rivers. Retrofit includes the use of Low Impact Development design. J-Street Low Impact Development Demonstration Project – Engineering lead and support for low impact development study examining swales and three previous pavements (permeable pavers, porous concrete, and porous asphalt).Underground Injection Control (UIC) Well Assessment – Engineer lead on UIC Well assessment required by NPDES permit.Flood Control and River System Engineering including:Upper Naches River Mapping (ongoing) – Project management, working with consultant, on creation of calibrated hydraulic model and maps as part of official FEMA risk maps.South Naches Road FEMA No-Rise Certification – Professional Engineer Certification and calculations for FEMA that new construction of road and bridge will cause no-rise on river system.Eschbach Park Levee Setback FEMA No-Rise Certification – Professional Engineer Certification and calculations for FEMA that levee setback will cause no-rise on river system.Ahtanum Mission (ongoing) – Project management and HEC-RAS modeling to determine solutions to potential downstream flooding.Additional Responsibilities included: grant applications, development reviews, levee certification support, cost estimates, technical reports, HEC-RAS modeling, LID manual updating (ongoing), stormwater fee assessment support, stormwater and irrigation problems investigation, resolving public complaints, stormwater code enforcement, project management, engineering lead of water resources department technical group.

Design Engineer (P.E.) 2011-2012; Engineer in Training (E.I.T.) 2007-2011Storm water Collection and Treatment Design:* Roosevelt City Storm water – Over three miles of new and upgraded collection system as well as detention basin to meet City and State standards of storm water treatment.* Provo City East Bay Pump House – Assisted in storm water pump station and pump house design.* Duchesne County Pariette Road – Design-build of over ten culverts.Culinary Water Design:* Multiple designs of distribution pipes including Ducile Iron, PVC, HDPE and steel.* Cedarview/Montwell Special Service District – Over 8 miles of distribution pipes and water tank.* Fruitland Well –10” potable water well.Irrigation Water Design:* Roosevelt Secondary Water Project – main transport lines (Sizes 16” to 8”) and appurtenances for city secondary water system, aided in design of filtration system.Modeling Experience:* Cedarview/Montwell Special Service District – four pumps, six tanks, and over 26 miles of pipe.* Duchesne County Highway 40 Project – 28 mile water transport pipe servicing five separate water districts and cities.* Roosevelt City – City’s pressurized water and irrigation systems, proposed subdivision demands and fire flows, and future growth modeling.Construction Management:* Timber Lakes Special Service District –over 18 miles of pressurized pipeline and appurtenances.Other Design Experience:Specification writing, feasibility studies, preliminary engineering reports, cost estimates, grant applications, technical reports, construction submittal reviews, pay estimate preparation, storm water runoff studies, emergency action plan, master plan updates, roadway design, walking path design, skate park design, sidewalk design, canal design, sewer collection system design.
