Served as Proposal Manager which involves managing estimating, technical library and planning departments. Successfully estimated, proposed and awarded numerous contracts. Successfully passed numerous audits from Government Defense Contracting Audit Agency (DCAA). Well versed in the FAR and DFAR requirements. Planning Manager: Increased active participation by all planning department personnel. Created and implemented planning department training and utilization of the Earned Value Management System using Microsoft Project and Dekker Tracker/IPursuit software. Hired as Quality Manager: Completely reorganized entire quality organization. Created active program that instilled quality throughout company personnel. Created ISO Certification action plan for the company that ultimately achieved ISO 9001:2000 certification. Currently serves on various committees and councils such as: Leadership Development Council, and 14000 Environmental Cross Functional Team. Represented the San Diego Maritime industry as President of the International Propeller Club of the United States - Port of San Diego, board member - Port of San Diego Ship Repair Association.

Member of the San Diego Ship Repair Association for over 16 years. Served on the Board of Directors from 2014 through 2016.

 Estimated change order requests and planning evolutions. Conducted strategic and tactical marketing efforts.  Implemented ISO certification to ISO 9001:2000 standards.  Conducted weekly job progress meetings with production trades, subcontractors, quality assurance and government representatives. Developed proposal that resulted in the award of a multi-year government contract.  Managed planners and estimators.

 Directed all phases of shipboard work, subcontractor efforts, checkpoint completion, and shipboard testing. Managed dry-docking and overhaul of the USS Shiloh (CG-67).  Accomplished all Post Shakedown Availability (PSA) warranty repair work on-board the USS Bon Homme Richard (LHD-6).  Managed workforce of over 500 employees and subcontractors.

 Managed workforce of Logisticians. Marketed, planned, created bid proposals and awarded firm fixed price and cost contracts.  Developed and maintained logistical support of all active contracts within the organization. Created, implemented and managed planning and estimating programs using Microsoft Excel, Access and Project. Developed labor and material cost estimates for shipboard system contracts.

Accomplished contract negotiations with subcontractors and Government representatives. Reviewed pricing procedures for accuracy and validity. Issued Purchase Orders to vendors and subcontractors. Issued Certificate of Completions based on work completed. Submitted and negotiated new work requests to Supervisor of Shipbuilding Surveyors. Accomplished the largest repair contract at that time by a San Diego based contractor that holds an (ABR) agreement to USS Kitty Hawk (CV-63). Held daily meetings and job site visits with company personnel to resolve problems and unfinished work. Weekly meetings were held with subcontractors and Supervisor of Shipbuilding Representatives to address critical path, controlling work and to offer reasonable solutions to problems which may have had an impact on scheduled milestones or completion dates. Interviewed all sub-contractors, vendors, and lead personnel for the generation of reports as required by the government. Worked with the Quality Assurance department in ensuring all elements of the contract were accomplished in accordance with the specifications and standards. Prepared a time-oriented work package network that displayed the relationship of key events, milestones, critical path work items, and controlling work items. Managed the schedule and the subcontractor’s performance with respect to work progress, material procurement, and interfaced control to support the production schedule.
