Chief Executive Officer. Public operated forensic psychiatric services for theState of Minnesota. Including Minnesota Security Hospital, Competency Restoration Program, Forensic Residential Program, and Forensic Evaluation Service. Over 400 persons served on a continuous residential basis, 815 employees and $69+ million annual budget. Responsibility for strategic planning, compliance, policy development and implementation, union relationships, directing a leadership team of Chief Medical Officer, Chief of Forensic Programs, Chief Nursing Officer, Chief of Security, Director of H.R., Director of Quality Improvement and Risk Management, Director of Dietary Services and Director of Facilities. Major accomplishment; creating and implementing a strategic plan emphasizing client focused, recovery centric care delivery.

President and Chief Executive Officer of The Acadia Hospital. A full range provider of behavioral health services including child, adolescent and adult psychiatric inpatient, outpatient and community services. Over seven hundred employees serving four thousand open outpatients and 78 inpatient beds. Budgetary responsibility for $55.6 Million in annual budget. Service array includes mental health services in local jail, schools, and shelters; community substance use outpatient treatment, Geriatric Outpatient Center, Psychiatric Observation Unit and Executive Behavioral Health Clinic. Directed Leadership team of Chief Medical Officer, Chief Nursing Officer, Chief Operations Officer, Chief Fiscal Officer, Chief of Human Resources, Director of Clinical Programs, Director of Quality Improvement and Compliance, Director of Public Relations and Planned Giving. Responsible for strategic planning and reporting, policy and procedure development and implementation, Governing Board Management, budget development and management, business growth, employee relations, community needs assessment, and consulting with corporate parent health system. Major accomplishment; implementing new service lines within community continuum of care and improving service efficiency (reducing cost of care).

Superintendent. Chief Executive Officer for a public psychiatric hospital, out-patient clinic, and forensic services including forensic transitional program, 358 employees. 31+ Million dollar annual budget. Responsible for all management activities and performance of the hospital. Initially reported to Court Ordered Receiver. Developed with court and plaintiffs’ strategic plan and objectives, reported to the court, consumer oversight committee, DHHS, and two legislative oversight committees. Developed and managed budget, ensure compliance with JOINT Commission, CMS, Consent Decree, and state law. Directed a leadership team of Medical Director, Director of Nursing, Director of Treatment and Rehabilitation, Deputy Superintendent, Director of Peer Services, Director of H.R. Major Accomplishment; lead hospital out of receivership and hospital full compliance with binding consent decree.

Director of Outpatient Services. Directly oversaw and led the comprehensive delivery of Outpatient Mental Health Services to 2200 clients. Responsible for coordination and evaluation of service systems. Prepared reports, presented to legislative committees, consumer groups and alternative health care provider organizations. Negotiated and developed contracts, and memorandum of understanding. Directly Supervised Director of Rehabilitation, Director of Case Management, Psychiatric Observation Unit Lead, Outpatient Clinic Lead, and Peer Specialist Lead. Major accomplishment; led reorganization of funding from group residential settings to supported individual living arrangements demonstrating commitment to individual recovery orientation of services.

Director of Treatment and Rehabilitation. Led the delivery of non-medicalclinical services. Supervised five treatment programs including acute, geriatric psychiatric, forensic, intensive, and psychosocial care programs. Additionallysupervised Director of Psychology, Social Work, Rehabilitation, and ChaplinServices. Primary responsibilities in developing hospital clinical service plans, serving on the hospital management team, developing policy and procedure and reporting to the governing body. Budgetary control of over $8,250,000. Major Accomplishment: Implementing recovery oriented treatment mall.

Director of Therapeutic Services Promoted to Director of Accreditation. Developed and implemented continuous quality improvement plan, consumer satisfaction survey, credential and privileging plans. Provided leadership in the area of policy and procedure development and risk management. Promoted to the Program Director of Behavioral Health Services.Major Accomplishment; lead acquiring CARF Accreditation for residential behavioral health service.
