David Sargent has practiced architecture and urban planning since 1981, focusing on traditional neighborhood design and sustainable urbanism since 1991. He has assembled and led multi-disciplinary teams in the planning and design of pedestrian- and transit-oriented urban places ranging from small urban districts to entire towns throughout California, and in Texas, Kansas, Florida, Tennessee, and New York. A longtime advocate for vision-based planning and urban design regulations and guidelines, David led the preparation of the first several form-based codes adopted in California, between 1993 and 2000, and was the principal author and editor of the 2004 White Paper on Smart Growth in California, which was instrumental in the passage of AB 1268 that explicitly enabled form-based zoning in California. Over the past 20 years he has led dozens of major planning efforts including vision plans and implementing codes for downtown revitalization, suburban retrofit and new city centers, transit-oriented urban corridor transformation, historic neighborhood conservation, greenfield and brownfield neighborhood establishment, transit-oriented station area development, and mixed-use employment district development in greyfield and greenfield contexts.
