He also holds four master’s degrees in Industrial Management (MS), Business Administration (MBA), Criminal Justice (MSCJ) and Public Administration (MPA) from the University of Texas at Tyler in Tyler, Texas. Dr. Scott was a public policy coordinator for the Texas Council on Family Violence (TCFV) from 2016 to 2022 overseeing the development and funding with the Domestic Violence High Risk Teams (DVHRTs) program with the Office of the Attorney General and Criminal Justice Division of Texas and providing input during the Texas Legislative sessions in both the Texas House and Texas Senate on a number of criminal justice related bills pertaining to domestic violence, sexual assault, orders of protection and firearms (2015-2022). Dr. David Scott served with the Longview Police Department for 2003-2015 in East Texas. During his career he served as a patrol officer, detective, special weapons and tactics (SWAT) officer, and hostage negotiator for the department. Dr. Scott has also received training and served as an expert witness.
