Dr. David Scott earned his Ph.D. in Public Affairs in 2010 from the University of Texas at Dallas in Richardson, Texas. He also holds four master’s degrees in Industrial Management (MS), Business Administration (MBA), Criminal Justice (MSCJ) and Public Administration (MPA) from the University of Texas at Tyler in Tyler, Texas. He is currently working on his Master of Science in Cyber Security and Risk Management degree at the University of Texas at Tyler. He earned professional training credentials from Bill Blackwood Institute of Texas Leadership Command College, the F.B.I. Law Enforcement Executive Development Association (LEEDA), and with the Texas Commission on Law Enforcement (TCOLE). He is a certified TCOLE instructor in the areas of sexual assault and family violence investigations, child abuse investigations, and human trafficking investigations. Dr. Scott holds professional certifications in the Lean Management Black Belt Six Sigma, supply chain management, organizational and leadership, and project management. He has published peer-reviewed articles in the areas of domestic violence, criminal justice issues related to technology, and police administration. He currently has a patent pending involving the process of utilizing nanotechnology and latent fingerprint analysis. Dr. Scott was a public policy coordinator for the Texas Council on Family Violence (TCFV) from 2016 to 2022 overseeing the development and funding with the Domestic Violence High Risk Teams (DVHRTs) program with the Office of the Attorney General and Criminal Justice Division of Texas and providing input during the Texas Legislative sessions in both the Texas House and Texas Senate on a number of criminal justice related bills pertaining to domestic violence, sexual assault, orders of protection and firearms (2015-2022). Dr. David Scott served with the Longview Police Department for 2003-2015 in East Texas. During his career he served as a patrol officer, detective, special weapons and tactics (SWAT) officer, and hostage negotiator for the department. Dr. Scott has also received training and served as an expert witness.
