Led the CBIS technical staff in the execution of ISATs at more than 150 airports, over 300 bag rooms covering thousands of individual EDS. Developed the initial ISAT procedures and protocols and wrote the testing chapters of the Planning Guidelines and Design Standards for Checked Baggage Inspection Systems from version 0.1 to 6.0. Responsible for the initial development of data analysis procedures for EDS FDRS and BHS reports and log files and supervised the Deputy Lead Engineers and Technical Staff in the same. Reviewed and commented upon Engineering Change Requests (CCRs) and Waivers/Deviations (RFVs) for individual CBIS Systems including review of PLC Code changes. Provided senior-level systems engineering support and analysis to Government and non-Government clients and contractors in support of complex EDSs and security-related systems. Assesses interfaces between security systems and between security and building/mechanical systems. Prepares, develops, and maintains suite of master test plans and site-specific test templates and reports. Provided program-level leadership for all technical ISAT test team activities. Writes and reviews test assessment reports. Provides technical guidance and training to regional managers and site leads regarding execution of CBIS testing activities. Participates in briefings and technical interchange meetings to resolve ongoing product development and testing issues. Provides site-specific consulting services to local and federal TSA officials to resolve deployment, design, construction, integration, and testing issues with EDS systems. Works with Government personnel to increase knowledge of fielded systems and their proper operation and use. Prepares written and oral reports to client personnel and other security equipment stakeholders concerning the status of commissioning activities.

Responsible for the design and technical review for projects to install Bulk Explosive Detection Systems (EDS) in airports. Developed and conducted detailed verification and testing plans for installed EDS to ensure accurate operation and integration with airport Baggage Handling Systems (BHS). Provided technical support and field engineering services to troubleshoot integration issues between BHS and EDS systems, including the CTX-5500, CTX-9000, and L-3 eXaminer 3DX-6000. Interfaced with and between FAA/TSA, contractors, and airline/airport representatives in support of integrated EDS installations. Gathered, analyzed, and charted airline flight and enplanement data to develop demand charts for equipment utilization. Provided Y2K program support to the SEIPT. Developed and prepared assessment, repair, validation, and implementation plans for Bulk EDSs procured through the SEIPT. Worked with six different EDS vendors to develop comprehensive Y2K Validation Test Scripts for more than 15 different EDS systems. Performed technical reviews of Y2K submissions from EDS vendors and conducted, witnessed, and validated factory and field Y2K tests. Performed FATs of CTX-5000, CTX-5500 DS, and Z-Scan 7 EDS. Baseline and revision tested CTX-5000, CTX-5500, CTX-9000, CTX-2500, Z-Scan 7, and VIS-M EDS. Prepared test articles and improvised explosive devices (IEDs), and documented their development and manufacturing process.

Security and Fire System Engineer, The MITRE Corporation (Clients – Various Federal Agiencies): Responsible for the design, computer programming, construction, and implementation of fire, security, and access-control systems in a complex of more than 14 buildings with satellite offices nationwide. Systems designed, programmed, and managed included UL-listed defense contractor monitoring stations, card access for entry/exit control, CCTV, and proprietary fire alarm stations. Entry/exit control systems included the design and interconnections of “man-trap” portals, intercom systems, CCTV surveillance systems, security alarms, systems for general building entrances, sensitive compartmented information facility (SCIF) level vaults, and outdoor/parking garage applications. Programming duties included fire and security field panels, central station graphics, and database, time, and event control programs including PLC Programming and EEPROM burning. Coordinated designs and carried out system inspections with local fire departments, insurance carriers, underwriters’ laboratories, and various Government security agencies. Reviewed designs for compliance with life safety, fire alarm, and ADA codes.
