My recent and current work helping transit, transportation, higher education, and state & local government clients includes: • advising one of the largest counties in the US on developing a governance and operating model for identifying, evaluating, prioritizing, and winning discretionary grant opportunities available under the Bipartisan Infrastructure Law; • providing strategic, commercial and procurement advice to multiple public sector owners of intercity and high speed rail projects; • evaluating funding and financing options to fill a state’s transportation funding gap; • advising a state on strategies to expand broadband access in highway right of way; • assisting a mobility company with corporate acquisition due diligence; • developing a public private partnership program for a southern California planning organization; • developing a comprehensive solution for a tolling and ITS back office transformation; and • assisting multiple states with developing and financing congestion priced managed lanes. I recently termed out of my role as a Board member on the American Road & Transportation Builders Association Board of Directors, and as past President of the ARTBA P3 Division Board of Directors. I also served as a member of Colorado's COVID -19 Economic Stabilization and Growth Council Transportation Recovery Working Group from 2020-2021.

I ran a Colorado government-owned, independent business within CDOT, the Colorado Transportation Investment Office, then called the High Performance Transportation Enterprise or HPTE. HPTE exists to make your commute better, using public private partnerships, innovative finance, road pricing, and accelerated mobility alternatives. I managed an operating budget of over $5 million and more than $3 billion in infrastructure assets. I served at the pleasure of a gubernatorial appointed Board of Directors, and led an excellent team of public servants who were dedicated to finding creative ways to finance and deliver important surface transportation infrastructure projects that improve safety, capacity, and mobility. In my time at HPTE I:--oversaw the procurement, contract negotiation and financing of the State's largest ever infrastructure project, the $1.3 billion Central 70 P3 project. --delivered the multimodal US 36 Express Lanes P3 project. This advanced mobility corridor has improved the daily lives of thousands of Coloradans, and has been recognized nationally for its innovation. --opened the nationally groundbreaking Mountain Express Lane, a unique solution that helps Coloradans who play in the mountains get home faster (by as much as 50%) and more reliably every weekend.--implemented the transition to HOV3+, an initially controversial, but ultimately successful and broadly accepted increase in the number of individuals required for a carpool to travel for free in HOV Express Lanes.--explored integrating future transportation technologies, including connected and autonomous vehicles, the financial and commercial feasibility of transformative technologies like hyperloop, and capturing land value for economic development.

In this general counsel role to the Governor I provided strategic advice on a variety of substantive matters as a part of the Governor's executive leadership team. I was active in crisis management, (including emergency response and resiliency), and in advancing the administration's agenda (including, for example, chairing the Governor's Urban Renewal and Tax Increment Finance Working Group). I advised on various substantive matters, a mile wide and an inch deep, including: legislation, emergency response, public private partnerships, state budget, economic development, energy and natural resources, quasi-governmental/nonprofit governance matters, education, healthcare, TABOR, ethics, open records act, and fair campaign practice act issues. I represented the Governor, cabinet members, employees, and Governor's Office departments, including the Office of Economic Development and International Trade, the Colorado Energy Office and the Office of State Planning and Budgeting. I also helped manage State litigation (working with the Attorney General’s Office), and was active in the judicial appointment, interview and vetting process.
